Apex Engineering Pte. Ltd. is looking for an experienced HR Manager to lead and oversee the full spectrum of Human Resource operations. This role requires strong knowledge of Singapore employment regulations, especially foreign worker management and MOM compliance.
The HR Manager will be responsible for strategic HR planning, regulatory compliance, payroll oversight, and overall workforce management.
Lead and manage the full HR function including recruitment, onboarding, payroll and compliance
Oversee Work Permit application, renewal, cancellation and all MOM-related matters
Ensure compliance with MOM regulations, WICA, Medical Insurance, PCP and security bond requirements
Develop and implement HR policies, SOPs and internal controls
Oversee payroll processing and ensure timely salary payments
Monitor workforce planning, manpower allocation and cost control
Handle employee relations, disciplinary actions and grievance management
Liaise with clients, dormitory operators, insurers and government agencies
Supervise and guide HR team members
Prepare HR reports and management updates
Degree in Human Resource Management, Business Administration or related field
Minimum 6-8 years of HR experience in Singapore
At least 3 years in a managerial role
Strong knowledge of MOM regulations and foreign workforce management
Experience in payroll management and HR compliance
Strong leadership and decision-making skills
Excellent communication and organizational abilities
Able to work independently and manage multiple priorities
