HR / Human Resource Manager (Construction Ind)

About the Company
Well-established and reputable engineering contractor in Singapore, specializing in mechanical and electrical (M&E) and ACMV projects across commercial, industrial, and infrastructure sectors.

With a growing project pipeline and workforce expansion, the company is looking to appoint an experienced HR Manager to lead the full HR function and support business growth.

The Opportunity
This is a leadership role where you will oversee end-to-end HR operations while partnering closely with management to drive workforce strategy and compliance.
You will support an organization with:

• 300 employees, including a significant foreign workforce

• Ongoing project expansion across multiple sites

• A fast-paced, project-driven environment

You will play a key role in strengthening HR processes, ensuring compliance, and supporting operational excellence.

Key Responsibilities

• Lead and manage the full spectrum of HR functions including manpower planning, employee relations, performance management, and compliance

• Oversee payroll operations to ensure accuracy and timeliness

• Manage foreign workforce matters including work pass applications, renewals, quota planning, and levy administration

• Ensure full compliance with MOM regulations and Singapore employment laws

• Review and enhance HR policies, SOPs, and employee handbook

• Partner with Directors and project teams on workforce planning and organizational needs

• Lead and mentor HR team (7 staff), providing guidance and structure

Job Requirements

• Minimum 8 years of HR experience, preferably within Singapore's construction / engineering industry

• Strong hands-on experience managing foreign workforce (WP/SP/Quota/Levy)

• Proven leadership experience managing an HR team

• Strong knowledge of MOM regulations and employment compliance

• Able to balance strategic planning with operational execution

• Independent, hands-on, and comfortable in a fast-paced project environment
