Job Description

HR Executive (Construction Sector)

Job Summary

The HR Executive is responsible for supporting the full spectrum of Human Resource functions in the construction industry, including recruitment, payroll support, foreign worker administration, attendance management, MOM compliance, employee relations, and daily HR operations to ensure smooth workforce management and compliance with Singapore employment regulations.

Key Responsibilities

1. Recruitment & Onboarding

  • Handle recruitment for site workers, operators, supervisors, and office staff
  • Coordinate interviews and arrange worker deployment
  • Prepare employment contracts, appointment letters, and onboarding documents
  • Conduct orientation and explain company policies and regulations
  • Apply and process work passes (WP/SP/EP) via MOM portal

2. Foreign Worker Management

  • Manage work permit applications, renewals, cancellations, and issuance
  • Coordinate worker medical check-ups, security bond, and insurance
  • Monitor IPA expiry, pass validity, and quota availability
  • Liaise with dormitories, agents, and MOM regarding worker matters
  • Maintain updated worker records and OFWAS addresses

3. Payroll & Attendance

  • Monitor daily attendance and timesheets from project sites
  • Verify overtime, allowances, leave, MC, and public holiday claims
  • Support monthly payroll processing and salary calculation
  • Ensure timely submission of payroll documents and reports
  • Maintain proper payroll and attendance records

4. MOM & Compliance

  • Ensure compliance with Singapore Employment Act and MOM regulations
  • Prepare MOM-related reports, incident records, and supporting documents
  • Assist in workplace injury and insurance documentation
  • Monitor worker certifications such as safety courses and trade licenses
  • Support audits and inspections related to manpower compliance

5. Employee Relations & HR Operations

  • Handle employee inquiries and daily HR administrative matters
  • Prepare warning letters, confirmation letters, increment letters, and termination notices
  • Support staff welfare activities and internal communication
  • Maintain employee personal files and HR database
  • Coordinate staff leave, resignation clearance, and offboarding process

6. Administrative Support

  • Prepare HR reports and manpower summaries
  • Coordinate with project teams regarding manpower arrangements
  • Manage office documentation and filing system
  • Support management on ad-hoc HR and administrative duties

Requirements

  • Diploma or Degree in Human Resource Management or related field
  • Preferably with experience in construction industry
  • Familiar with MOM regulations and foreign worker management
  • Knowledge of payroll and attendance systems
  • Good communication and coordination skills
  • Proficient in Microsoft Excel and Microsoft Office
  • Able to work in a fast-paced environment

Preferred Skills

  • Experience handling Work Permit Online (WPOL) and EP Online
  • Knowledge of CPF contribution and payroll processing
  • Familiar with construction site operations and manpower coordination
  • Strong organizational and problem-solving skills
  • Ability to handle confidential information professionally
