Job Description

Role Purpose

Act as a strategic HR partner to business leaders in Singapore, translating people priorities into practical HR actions that improve workforce effectiveness, employee engagement, compliance, payroll accuracy, capability building, and overall business performance.

Key Accountabilities

1. Strategic Partnering & Collaboration

  • Partner with business leaders to convert workforce priorities, people risks, and business challenges into HR actions that improve retention, engagement, productivity, and manager effectiveness.
  • Provide workforce planning, talent management, organizational design, and change-management guidance that strengthens capability, supports growth, and reduces people-related risk.
  • Drive alignment between HR practices and business objectives to improve performance and employee engagement.

2. Employee Relations & Conflict Resolution

  • Serve as a trusted point of contact for employee matters, enabling timely resolution, consistent policy application, and improved employee and manager experience.
  • Resolve complex employee relations issues fairly and consistently, while ensuring compliance with company policies, Singapore employment laws, and ethical standards.
  • Mediate workplace conflicts constructively to reduce escalation risk, restore working relationships, and support a respectful and productive work environment.

3. Talent Management & Development

  • Collaborate with leadership to identify talent and capability gaps and implement recruitment, retention, and development actions that strengthen succession readiness and protect critical skills.
  • Design and implement development initiatives that address priority skill gaps, improve role readiness, and support career growth aligned to business needs.
  • Facilitate performance management processes that strengthen goal clarity, feedback quality, accountability, and measurable improvement in individual and team performance.

4. Workforce Planning & Organizational Development

  • Analyze current and future workforce requirements to support staffing decisions that optimize headcount, improve productivity, and align resources with business demand.
  • Recommend organizational changes and process improvements that increase operational efficiency, strengthen role clarity, and improve employee experience.
  • Support succession planning and leadership development initiatives that improve bench strength, reduce key-person dependency, and strengthen future leadership readiness.

5. HR Policies & Compliance

  • Ensure HR policies and procedures are applied consistently to strengthen governance, reduce compliance risk, and support fair employee outcomes.
  • Maintain up-to-date knowledge of Singapore employment laws, HR best practices, and industry trends to ensure compliant decision-making and proactive risk mitigation.
  • Use HR metrics and reporting to identify workforce trends, highlight people risks, and recommend actions that improve engagement, retention, performance, and workforce efficiency.

6. Employee Engagement & Culture

  • Promote a positive organizational culture through initiatives that boost employee morale, motivation, and engagement.
  • Gather feedback through surveys, focus groups, and other methods to understand employee satisfaction and recommend action plans.
  • Implement employee recognition programs and work to foster a diverse and inclusive workplace.

7. Change Management & Communication

  • Lead or support organizational change initiatives, ensuring effective communication and minimal disruption to business operations.
  • Assist with communicating HR programs and changes to employees and leadership.

8. Compensation & Benefits Management

  • Manage the end-to-end monthly payroll process, including collation of inputs, validation, approvals, and timely payout to employees, while ensuring adherence to authority limits and review controls.
  • Manage benefits and workforce administration, including leave tracking, monthly employee movement updates, annual medical insurance renewal, workers compensation, statutory requirements, policy updates, and periodic checks on employee expense claims in line with benefits policies.
  • Monitor monthly budget versus actuals, review variance reasons, and work with relevant stakeholders to address exceptions and manage cost outliers.

9. Training and Development

  • Maintain an on-ground understanding of business needs, product requirements, and company operational SOP compliance.
  • Align employee development with business objectives by identifying skill gaps and designing targeted learning initiatives.
  • Prepare training materials, plan training modules, conduct training sessions, and evaluate programme outcomes to support continuous performance improvement.
  • Coordinate training logistics, manpower planning, scheduling, and mandatory compliance training records.

10. Talent Acquisition

  • Partner with hiring managers to identify workforce requirements and develop recruitment plans aligned with business objectives.
  • Lead end-to-end recruitment activities by partnering with hiring managers to define hiring requirements, coordinate interviews, assess candidates, and support hiring decisions.
  • Ensure recruitment processes are compliant with company policies, employment regulations, and diversity & inclusion principles.
  • Build and maintain talent pipelines for critical roles to support future workforce needs.

Role-specific experience and Skills

  • Certificate, Diploma, or bachelor's degree in human resources, Business Administration, or a related field.
  • 3–5 years of Human Resources experience, including at least 2 years in an HR Business Partner role.
  • Proven experience across multiple HR disciplines, including employee relations, talent management, and performance management.
  • Demonstrated ability to partner with senior leadership and implement HR strategies aligned with business objectives.

Skills & Competencies

  • Strong understanding of Singapore employment laws, HRD grant requirements, HR policies, and HR best practices.
  • Enjoys working in a dynamic, informal location and enjoys dealing with people.
  • Diplomatic and excellent communication, interpersonal, and conflict resolution skills.
  • Independent, and has ability to work in a fast-paced, dynamic environment and manage multiple priorities. Good with planning and self-structuring.
  • Strong analytical skills, with the ability to use data to drive decision-making.
  • Proven track record of building relationships and influencing business leaders.

Work environment

  • The role is on-site, with 4 days based at Changi Airport and 1 day based at the Vault Office, 1 Raffles Place, Singapore 048616
