Job Description
We are looking for a HR / Admin & Dormitory Executive to manage human resource administration, foreign worker compliance, and dormitory operations for our construction workforce. The successful candidate will ensure full compliance with Ministry of Manpower (MOM) regulations, Tripartite Guidelines on Fair Employment Practices, and Foreign Employee Dormitories Act (FEDA) requirements, while supporting day‑to‑day operational needs.
Key Responsibilities
Human Resource & Administrative Functions
- Perform end‑to‑end HR administration, including onboarding, offboarding, and employee record management
- Prepare and maintain employment contracts, HR letters, and personnel files
- Administer attendance tracking, leave management, overtime records, and HR documentation
- Coordinate with payroll vendors on salary processing and statutory contributions
- Maintain updated HR databases and reports for management review and audits
Foreign Manpower & MOM Compliance
- Handle work pass applications, renewals, cancellations, and appeals (Work Permit / S Pass) via MOM systems
- Ensure compliance with the Employment of Foreign Manpower Act (EFMA) and construction sector manpower rules
- Coordinate medical examinations, safety orientation courses, and mandatory worker briefings
- Monitor work pass validity, employment conditions, and worker deployment records
- Liaise with MOM, healthcare providers, and external agencies when required
Dormitory Management & Worker Welfare
- Oversee foreign worker dormitory operations and ensure compliance with MOM / FEDA standards
- Manage dormitory check‑in / check‑out, room allocation, and occupancy records
- Coordinate dormitory inspections, cleanliness standards, safety checks, and maintenance issues
- Address worker welfare matters, grievances, and disciplinary cases professionally
- Liaise with dormitory operators, security, transport, and service vendors
Coordination & Support
- Work closely with project, site, and operations teams to support manpower deployment
- Communicate company policies and rules clearly to employees
- Provide general administrative support and assist with ad‑hoc duties as assigned
Job Requirements
- Diploma or equivalent qualification in Human Resource Management, Business Administration, or related fields
- Minimum 1-3 years of relevant HR / Admin experience in construction, engineering, or manpower‑intensive industries
- Knowledge of MOM regulations, work pass processing, and dormitory management requirements
- Experience handling foreign manpower is strongly preferred
- Good communication skills ability to interact with workers of diverse backgrounds
- Proficient in Microsoft Office (Word, Excel, Outlook)
- Strong organizational skills, attention to detail, and confidentiality awareness
