Job Description:
Strategy & Planning:
- Define and own the end-to-end Data Migration Strategy, including scope, approach, tooling, timeline and resource plan aligned to the overall programme schedule.
- Conduct legacy system assessment and data landscape analysis to identify volumes, complexity, data quality gaps and migration risk.
- Establish the Data Migration Governance Framework, including RACI, escalation paths, data sign-off protocols and cutover decision gates.
- Develop and maintain the Migration Project Plan (MPP), tracking progress against key milestones including mock migrations and dress rehearsals.
- Define data retention, archiving and disposal policies for historical records not migrated into Oracle HCM Cloud.
Design & Architecture:
- Lead data mapping workshops with HR, Payroll and IT SMEs to produce comprehensive source-to-target mapping documents covering all HCM data objects (Core HR, Absence, Talent, Payroll Balances, Position, Assignment History, etc.).
- Design Oracle HCM Cloud HDL (HCM Data Loader) and HSDL (HCM Spreadsheet Data Loader) templates for all in-scope data objects, accommodating legacy data structures and transformation rules.
- Architect the historical data migration approach for payroll balance migration, ensuring year-to-date, period-to-date and statutory balances are accurately converted.
- Define data cleansing and enrichment rules, working with the client's HR Operations team to remediate systemic data quality issues prior to migration.
- Establish a robust data reconciliation and audit framework to validate migrated data against source systems.
Execution & Delivery:
- Lead and manage a team of Data Migration Analysts and ETL developers through iterative extraction, transformation, loading and validation cycles.
- Oversee development of extraction scripts, transformation logic and HDL load programs, ensuring alignment with Oracle best practices and client IT standards.
- Plan and execute multiple mock migration cycles (typically 3-5), conducting lessons-learned reviews and continuous improvement of migration artefacts between cycles.
- Manage data migration cutover activities including freeze dates, delta extraction, final load sequencing, rollback procedures and go-live validation.
- Coordinate with Oracle Support and Accenture Oracle CoE to resolve data load errors, HDL exceptions and system-specific configuration issues.
- Produce and maintain a comprehensive Data Migration Artefact Library: strategy, mapping specs, transformation rules, DQ reports, sign-off logs and reconciliation evidence.
Stakeholder & Programme Management:
- Serve as the primary point of contact for all data migration matters with client senior stakeholders, including HR Directors, CIO, and Data Protection Officers.
- Provide regular migration status reporting to the Programme Board, including RAG status, volume metrics, DQ KPIs and key risk/issue updates.
- Facilitate data sign-off workshops with business owners to obtain formal approval of migrated data prior to go-live.
- Collaborate with Oracle Functional Leads (Core HR, Payroll, Absence, Talent) to ensure migration sequencing respects functional dependencies.
- Manage third -party supplier relationships where legacy data extraction is performed by incumbent system vendors.
Quality, Risk & Compliance:
- Maintain and actively manage the Data Migration Risk Register, ensuring all risks have mitigation plans and owners.
- Ensure all data handling practices comply with GDPR, public sector data governance frameworks, and client-specific information security policies.
- Apply data quality scoring methodologies to baseline and track improvement in data completeness, accuracy, consistency and uniqueness across all migration objects.
- Coordinate with the client's internal audit and data assurance teams to provide evidence of data integrity throughout the migration lifecycle.
- Support post-go-live hypercare activities including data correction, balance adjustments and retrospective historical record validation.
Requirements:
Overall Experience:
- 12-15 years of total experience spanning HR IT consulting, data migration delivery and Oracle HCM Cloud implementations, with a progressive track record from analyst to workstream lead.
Oracle HCM Cloud Implementations (Mandatory: 3+):
- Must have led or co-led the data migration workstream on at least three end-to-end Oracle HCM Cloud programmes, from Inception / Discovery through to Hypercare.
- At least one implementation must have included full payroll migration (Oracle Cloud Payroll or parallel payroll with balance upload).
- Demonstrable experience producing signed-off migration artefacts: strategy, source-to-target maps, transformation rules, DQ scorecards and cutover runbooks.
Public Services Sector:
- Minimum of one Oracle HCM Cloud implementation within a public sector or government context (central government, local authority, NHS/healthcare, education, defence or utilities).
- Working knowledge of civil service workforce structures, pay bands, grade progression.
Education:
- Bachelor's degree in Computer Science, Information Systems, Business Information Technology, Human Resources, or a related discipline. Equivalent experience considered.
- Master's degree or postgraduate qualification in Data Management, Business Analysis or Project Management is advantageous.
