Job Description

Who We Are

The SHECARES Centre, an initiative by SG Her Empowerment Limited, is Singapore's only dedicated support centre offering trauma-informed care and coordinated pathways for all survivors (children, youth, men and women) of online harms, including impersonation, cyberbullying, image-based sexual abuse, and doxxing.

We provide a safe, confidential environment for survivors navigating their healing journeys through our helpline, textline, and face-to-face counselling. In partnership with Pro Bono SG, we also offer pro bono legal support. Where needed, we guide survivors through reporting processes with law enforcement and social media platforms.

Beyond direct support, SHECARES connects individuals with community resources, conducts public education, and deliver straining for community partners. Our work is embedded in SHE's broader advocacy and research mission - meaning this team contributes to sector-wide change, not just individual cases.

Role Overview

The Centre Head will oversee the strategic direction, operational management, and service quality of SHECARES. The individual will lead a multidisciplinary team comprising counsellors and social service executives, ensuring high-quality, trauma-informed, and client-centred care.

This is a senior leadership role requiring strong operational management, people leadership, and practice oversight capabilities. Candidates with the ability to provide clinical supervision to counsellors and support reflective therapeutic practice should highlight this in their application.

The Centre Head will also be expected to contribute to and participate in advocacy work, taking on a key role in engagements.

This role is open to Singaporeans and PRs only.

Key Responsibilities

1) Strategic Leadership & Centre Management:

  • Lead the overall operations, administration, and strategic development of SHECARES
  • Work with the team to strengthen operational systems, workflows, SOPs, and service delivery frameworks
  • Drive service quality, operational effectiveness, and continuous improvement initiatives
  • Monitor service outcomes, KPIs, utilisation trends, and operational performance
  • Support organisational planning, reporting, audit readiness, and compliance requirements
  • Identify service gaps, emerging needs, and opportunities for programme and ecosystem development
  • Represent SHECARES at selected meetings, case conferences, and engagements where required

2) Team Leadership & Supervision:

  • Lead, supervise, and develop a multidisciplinary team of counsellors and social service executives
  • Foster a positive, collaborative, high-performing, and accountable team culture
  • Conduct regular supervision, case consultations, and performance discussions
  • Guide staff in managing complex, high-risk, and crisis cases, including multidisciplinary case coordination and escalation management
  • Strengthen partnerships and coordination with external stakeholders and referral agencies
  • Support staff wellbeing, capability-building, and professional development
  • Oversee the quality and consistency of case management, counselling interventions, documentation, and risk management practices
  • Oversee onboarding, manpower planning, rostering, and resource allocation

3) Clinical Supervision (Optional)

  • Provide clinical supervision and reflective practice support to counsellors
  • Guide counsellors on case conceptualisation, therapeutic approaches, ethical considerations, and intervention planning
  • Support counsellors working toward accreditation and supervised practice requirements
  • Strengthen clinical governance and counselling practice standards within the centre

Requirements

  • Degree in Social Work, Counselling, Psychology, or related discipline
  • Minimum 10 years of relevant experience in social service, counselling, family violence, or community-based settings
  • At least 3 years of supervisory or team management experience
  • Strong operational management and service planning capabilities
  • Experience managing multidisciplinary teams and complex cases
  • Strong understanding of trauma-informed, survivor-centred, and community-based practice
  • Excellent leadership, stakeholder engagement, communication, and organisational skills

Preferred Qualifications

  • Registered Social Worker and/or SAC recognised counsellor
  • Clinical supervision training and experience
  • Familiarity with social service ecosystem in Singapore
  • Experience in the areas of safety and violence, and working with youth, is an advantage

Location & Working Arrangements

We adopt a hybrid working arrangement. Our office is centrally located in the Holland Village area, accessible by public transport.
