ROLE SUMMARY
The Head of Operations provides hands-on leadership to ensure that The Helping Hand's halfway house operates in a safe, secure, compliant, and well-maintained manner. The role oversees security operations, facilities management, emergency preparedness, and risk governance to support THH's mission and long-term infrastructure sustainability.
KEY RESPONSIBILITIES
1. Security
- Lead & supervise daily security operations to maintain a safe, disciplined, & structured residential environment.
- Develop, review, & update security policies & SOPs, including search protocols, testing procedures, incident reporting, & visitor access controls.
- Work closely with other departments & the Singapore Prison Service to ensure alignment with correctional policies, governance requirements, & supervisory standards.
- Ensure consistent enforcement of house rules while balancing operational discipline with rehabilitative intent.
2. Emergency Preparedness & Incident Management
- Develop, implement, and regularly review emergency preparedness plans, including fire safety plans, evacuation drills, and crisis management protocols.
- Lead on-site response during incidents, coordinating with management, staff, and external agencies where necessary.
- Conduct post-incident reviews, document findings, and implement improvements to strengthen operational readiness and resilience.
3. Facilities Management
- Oversee the maintenance, safety, & reliability of THH's premises and infrastructure.
- Oversee building repairs / renovation, utilities, tenancy matters, & space planning to support programme & organizational needs.
- Oversee the organization's vehicle fleet, including servicing schedules, inspections, & regulatory renewals.
- Ensure compliance with Workplace Safety & Health, Fire Safety, and other statutory requirements.
- Maintain the organization's risk register & insurance coverage, ensuring operational risks are identified, tracked, mitigated & adequately covered.
- Prepare and present project updates to Management, the Board and Board Sub-committees as required.
QUALIFICATIONS
- Diploma or Degree in Security, Building, Property, Estate, Facilities Management, or a related discipline.
- Minimum 10 years of hands-on experience in security, operations, facilities, or estate management, preferably in residential or institutional settings.
- Strong practical problem-solving abilities and the capability to troubleshoot operational and facilities issues effectively.
- Experience supervising operations, security, or facilities teams.
- Strong communication, interpersonal, and stakeholder management skills.
- Ability to work effectively with contractors, vendors, and regulatory authorities.
- Proven ability to lead teams and coordinate cross-functional stakeholders.
- Preferably certified as a Fire Safety Manager (FSM) or willing to obtain certification.
