Position
Our client is seeking an accomplished and strategic Head of Human Resources to lead the full spectrum of HR functions across their network of community care homes, while supporting the organisation's expansion agenda, including the planned launch of additional facilities in the next four years.

The role requires deep expertise in HR strategy and policy formulation, talent acquisition and retention, compensation and benefits, performance management and incentive design, employment law compliance, employee relations, and talent development within the healthcare or long-term care sector. Reporting directly to the CEO, the incumbent will act as a key HR Business Partner to the senior leadership team, providing strategic counsel and driving HR initiatives that support organisational growth, operational excellence, and workforce effectiveness.

Strategic HR Leadership:

Provide leadership and direction for HR functions across the community care homes network, ensuring consistency in practices and alignment with organisational objectives.

Contribute to workforce planning and recruitment strategies in preparation for new community care facilities opening in the next four years.

Stay aligned with Ministry of Health (MOH), Agency for Integrated Care (AIC) initiatives and evolving priorities within the healthcare and long-term care sector.

Talent Acquisition & Retention:

Drive full-cycle recruitment strategies to attract, develop, and retain clinical and non-clinical talent across all facilities.

Develop talent pipelines in collaboration with nursing schools, training institutions and sector partnerships.

Implement staff engagement and retention initiatives to promote employee satisfaction and reduce turnover.

Compliance & Regulatory Management:

Oversee HR audits, regulatory surveys to ensure compliance with Ministry of Health (MOH) regulations, and manage regulatory reporting requirements to relevant authorities, including the Agency for Integrated Care (AIC).

Ensure adherence to Employment Act, CPF, and Ministry of Manpower (MOM) regulations.

Lead or support investigations, grievance handling, and disciplinary actions in accordance with legal and ethical guidelines.

Compensation & Benefits:

Lead the review and enhancement of compensation and benefits structures to ensure internal parity, market competitiveness, and alignment with organisational goals.

Conduct periodic benchmarking and salary reviews based on sector standards and MOH guidance.

Oversee employee benefits administration, including insurance, leave schemes, and welfare programmes, ensuring compliance with MOM requirements.

Use employee feedback and industry insights to evolve the organisation's total rewards strategy.

Enterprise Performance Management and Incentive Framework:

Develop and implement robust performance management framework aligned with organizational strategy and goals.

Design competitive short and long term retention schemes aligned with performance outcomes and sustainability.

Embed high performance culture and align talent strategy and rewards with organizational growth and objectives.

Policy Development & Training:

Promote a culture of continuous learning by leading training programmes in compliance, workplace conduct and staff development.

Champion initiatives related to staff well-being.

HR Metrics & Reporting:

Track and analyse HR performance indicators such as headcount, turnover and absenteeism.

Provide regular dashboards and HR insights to senior leadership for strategic decision-making.

Qualifications:

Bachelor's degree in Human Resources, Business Administration, or related field (Master's preferred).

Minimum of 5-7 years of HR experience, preferably in healthcare or long-term care settings.

Proven ability to manage or support HR functions across multiple locations.

Strong knowledge of Singapore Employment Act, especially in healthcare environments.

Excellent interpersonal, organizational, and conflict-resolution skills.

Willingness to travel regularly to the various community care homes across Singapore.

The selected candidate can look forward to a competitive remuneration package consisting of basic salary, 13th month AWS and variable/performance bonuses.
