Job Description

Key Responsibilities & Accountabilities

Responsible for leading the bank's people strategy and overseeing general administration to support a high-performance and well-governed wholesale banking environment. This role combines strategic HR leadership and Office management with hands-on execution, ensuring regulatory compliance, operational efficiency and a positive employee experience across the bank.

Key Responsibilities:

1. Human Resources Leadership

. Develop and implement HR strategies aligned with the bank's business objectives and growth plans.

. Act as a trusted advisor to the CEO and management team on people, organization, and culture matters.

. Drive a performance-based culture through effective goal setting, performance management and reward frameworks.

. Lead workforce planning, succession planning and talent development initiatives.

2. Talent Acquisition & Development

. Manage end-to-end recruitment for all roles, including senior positions.

. Partner with hiring managers to ensure timely, compliant and high-quality hiring decisions.

. Design and manage learning, on-boarding and development programs, including mandatory regulatory and compliance training.

3. Compensation, Benefits & Payroll

. Manage compensation and benefits frameworks, ensuring market competitiveness and internal equity.

. Manage payroll processing, bonuses and benefits administration, working closely with Finance and external vendors.

. Support annual compensation reviews and budgeting exercises.

4. Employee Relations & Performance Management

. Provide guidance on employee relations, disciplinary matters, grievances and conflict resolution.

. Ensure fair, consistent and well-documented HR practices in line with employment laws and internal policies.

. Support managers in performance improvement and employee engagement initiatives.

5. HR Governance, Risk & Compliance

. Ensure HR policies, practices and documentation comply with MAS regulations, employment laws and internal governance standards.

. Maintain proper HR records, controls and audit readiness.

. Partner with Compliance, Operational Risk and Internal Audit on risk matters.

6. General/Office Administration & Facilities Management

. Manage general administration functions, including office facilities, vendor management and outsourcing, procurements and office support services.

. Lead office renovation, relocation or space planning initiatives as required.

. Collaborate with Finance on budgeting and forecasting exercise.

. Ensure a safe, secure and well-managed workplace environment.

7. Systems & Process Improvement

. Manage HR systems, employee data and reporting to ensure accuracy and confidentiality.

. Drive process improvements to enhance efficiency, controls and employee experience.

. Prepare HR reports and dashboards for management and HQ, as required.
