Get to Know the Role

We are seeking an experienced Head of Facilities to lead the daily operations and maintenance of our building facilities, oversee the installation and commissioning of new equipment, and manage departmental budgets. The ideal candidate possesses a growth mindset, strong stakeholder management and collaboration skills, proven troubleshooting capabilities for facility systems and equipment, and a track record of driving facility modernization and continuous improvement initiatives.

Essential Responsibilities

• Lead a team of engineers, technicians and contractors in managing the day-to-day maintenance, reliability and operational performance of facility systems and infrastructure.
• Lead and oversee building expansion and facility enhancement projects, ensuring delivery within scope, budget and schedule.
• Prepare, review and approve facility budgets, expenditures and purchases orders within delegated authority, while ensuring effective cost control and compliance with company procedures.
• Evaluate, justify, and authorize variations to work orders, ensuring alignment with operational and business requirements.
• Prepare and present monthly management reports, highlighting facility performance, project updates and key operational metrics.
• Collect, analyse, and report operational and statistical data to support decision-making and measure achievement of facility management objectives.
• Liaise with internal and external auditors to ensure compliance with regulatory, corporate and certification requirements.
• Drive continuous improvement initiatives to enhance facility reliability, operational efficiency, sustainability and cost effectiveness.
• Ensure compliance with all applicable safety, environmental and regulatory requirements.
• Perform other duties and responsibilities as assigned by management.
• Facilities Operations Management:
• Ensure cleanroom facilities, utility systems, plant equipment and the working environment are maintained in optimal condition to support mask blank manufacturing operations and comply with all relevant regulatory and quality requirements.
• Provide technical leadership and support for departmental and cross-functional projects involving utilities, M&E installations, cleanroom systems and building works.
• Establish, monitor and achieve key performance indicators (KPIs) related to facility performance, reliability, quality and efficiency.
• Manage facility operations in a cost-effective manner while maintaining high standards of safety, reliability and service delivery.
• Develop team capabilities through coaching, training, performance management and succession planning.
• Lead the implementation, enhancement and enforcement of facility safety programs, policies and procedures to promote a safe working environment.
• Foster strong collaboration with internal stakeholders, contractors, consultants and regulatory agencies to support business objectives.

Skills and Competencies Profile

• Bachelor's degree in engineering, Facilities Management or a related discipline.
• Minimum of 5 years of relevant experience in facilities management, preferably within a manufacturing, semiconductor or cleanroom environment.
• Proficient in Microsoft Office applications, particularly excel and familiar with AutoCAD or other technical drawing software.
• Good knowledge of ISO management systems and regulatory compliance requirements.
• Strong communication and interpersonal skills, with the ability to effectively collaborate and coordinate across multiple departments and stakeholders.
• Demonstrated leadership, problem solving and decision-making abilities in managing facility operations and projects.
• Self-motivated, proactive and adaptable with a continuous improvement mindset.
• Strong team player with a collaborative and cooperative approach to working with internal and external stakeholders.
• Willingness to be on standby and respond to emergencies, including reporting to the site within 2 hours when required.

Preferred Competencies

• Experience in managing cleanroom facilities, utility systems, and M&E infrastructure.
• Knowledge of environmental, health, safety, and sustainability requirements related to facility operations.
• Experience in project management, contractor management, budgeting and cost control.
• Familiarity with computerized maintenance management systems (CMMS) and facility performance monitoring tools.
