Head of Compliance
Role Overview
Our client, an established European bank in Singapore, is seeking a Head of Compliance to lead regulatory compliance across its banking and capital markets activities. This role partners closely with senior management, business units, and regulators to ensure strong governance, effective risk management, and a robust compliance culture.
Key Responsibilities
- Ensure compliance with all applicable Singapore and international banking and capital markets regulations
- Advise management and business units on regulatory requirements and potential impacts
- Review and approve new products and business initiatives, including OTC derivatives, structured notes, fixed income, and equities
- Oversee market conduct compliance (insider trading, market manipulation, conflicts of interest, wall-crossing)
- Manage the end-to-end AML framework, including KYC, transaction monitoring, and sanctions screening
- Develop and maintain compliance policies, procedures, and staff training programmes
- Ensure appropriate licensing and regulatory registrations
- Act as the primary liaison with regulators and manage inspections, reviews, and regulatory reporting
- Drive compliance monitoring, testing, and issue escalation to senior management
Requirements
- Degree in Finance, Accounting, Law, or related discipline
- Minimum 12 years compliance experience within banking, securities, or a regulatory body
- Strong knowledge of Singapore banking and capital markets regulations
- Solid understanding of financial products and market practices
- Strong analytical, communication, and stakeholder management skills
- High integrity, sound judgment, and ability to operate in a matrix, cross-border environment
