Role Overview:
The Head of Compliance for Global Expansion is responsible for building, implementing, and continuously enhancing the firm's compliance framework to support business expansion into new jurisdictions. This role has full ownership of compliance strategy, regulatory engagement, and day to day execution for all expansion related business activities, including both regulated and unregulated markets.
This is a very senior, hands on leadership position that acts as a key control function and strategic partner to senior management. The role ensures that all new market entry, licensing, and expansion initiatives are executed in line with applicable laws, regulations, and regulatory expectations, while enabling sustainable and compliant growth across jurisdictions where OSL is expanding.
Key Responsibilities:
- Design, build, and operate a comprehensive compliance framework to support global expansion, covering AML, CTF, sanctions, KYC, transaction monitoring, market conduct, and regulatory reporting for new jurisdictions.
- Own the end to end compliance program lifecycle for expansion related businesses, including policies, procedures, controls, risk assessments, monitoring, testing, and issue remediation.
- Act as the primary compliance point of contact for regulators and supervisory authorities in new and expanding jurisdictions, leading regulatory communications, examinations, inspections, and ongoing supervisory engagement.
- Advise senior management and business leaders on regulatory feasibility, licensing requirements, and compliance implications for new products, markets, and expansion initiatives.
- Lead and manage compliance systems and infrastructure supporting global expansion, with strong expertise in compliance technologies and vendors, including selection, implementation, and ongoing oversight of third party providers.
- Ensure effective governance, documentation, and audit readiness for all expansion related compliance activities.
- Oversee licensing and regulatory applications, renewals, and variations for new jurisdictions, working closely with internal stakeholders and external advisors.
- Build, mentor, and lead a high performing compliance team supporting global expansion, with clear accountability, performance standards, and escalation frameworks.
- Monitor regulatory developments in crypto and digital assets across target expansion markets, assess business impact, and proactively adapt compliance frameworks and controls.
- Partner closely with Risk, Legal, Operations, Product, and Technology teams to embed compliance by design into expansion initiatives and new market operations.
Key Requirements:
- Extensive senior level compliance experience within the crypto or digital asset industry is mandatory.
- Proven experience leading compliance for new market entry, licensing, and global expansion in complex, multi jurisdictional environments.
- Strong hands on capability across compliance frameworks, systems, and operational execution, not purely advisory.
- Demonstrated experience engaging directly with regulators in new or developing regulatory regimes, including licensing reviews, examinations, and supervisory interactions.
- Deep expertise in AML, CTF, sanctions, and financial crime compliance requirements applicable to crypto businesses.
- Experience selecting, implementing, and managing compliance vendors and technology solutions to support scalable expansion.
- Prior experience in payments, fintech, or traditional financial services is highly preferred.
- Strong leadership presence with the ability to influence senior stakeholders, business heads, and regulators across jurisdictions.
- Chinese language proficiency in Mandarin would be a strong plus.
