About International Cancer Specialists (ICS)
International Cancer Specialists is a Singapore-based private oncology practice delivering clinically-led cancer care to patients from across the region. We combine senior specialist expertise with a deeply patient-centred operating model every patient is treated as if they were our own family. We are a small, tightly-held team with strong consultant leadership and an active regional referral footprint, including operations supporting overseas patients.
The role
We are looking for a Head of Business Development to lead the growth of medical patient referrals into ICS. This is the commercial engine of the practice: building, nurturing and converting referrer relationships: public and private oncologists, GPs, specialist clinics, insurance partners and overseas channels into a sustained pipeline of patients who choose ICS for their cancer care.
You will own the patient-referral pipeline end to end. Reporting to the COO and working closely with the COO and Medical Director, you will replace and extend the relationship work that has driven ICS's growth to date, and you will partner with our Business Development Executive and Patient Liaison team to convert pipeline into treated patients.
What you will own
. Referrer network development Build and maintain a deep network of referring clinicians across Singapore public-sector oncologists (NCC, NCIS, NUH, NTFGH, TTSH and others), private oncology peers, GPs and specialist clinics running a structured cadence of outreach, visits and case discussions.
. Insurance & corporate partnerships Own the relationship with corporate insurance partners (e.g. Prudential and equivalents). Lead account management, contract reviews, scheme inclusion and any new partnership negotiations.
. Overseas patient channels Manage and grow the overseas patient channel (notably Indonesia and the surrounding region), working with our Indonesia representative, overseas referrers, embassies, hotel-and-transport partners and patient advocates.
. Pipeline management & reporting Run a clean, monthly patient-referral pipeline - sources, conversion stages, blockers, outcomes and report monthly to the leadership team. Own delivery against set quarterly targets.
. Industry presence. represent ICS at oncology conferences and clinical society events (e.g. SMOC, SWCR), as a recruitment-branding and referrer-presence lever.
. Contracts Own renewals and adherence on existing partnership agreements flag and escalate any material risk to the CEO.
How success will be measured
. Volume Quarterly new-patient referral volume against agreed target
. Conversion Quarterly converted-patient revenue contribution against agreed target
. Network growth Breadth and quality of the active referrer network (number of consistent referrers new referrer additions per quarter).
. Partnership health Insurance partnership renewals, expansions and new schemes won.
. Patient & referrer satisfaction Patient experience scores and referrer feedback (reputation in the medical community is the long-game lever).
Who we are looking for
You may be coming from a pharmaceutical sales / medical liaison role, a medical device sales role, a private hospital or specialist-clinic business development team, or a senior oncology nursing role with a relationship-building track record. The common thread we care about is this:
. Relationships first 5+ years in a healthcare BD, medical sales, key-account or specialist-clinic business development capacity, with a demonstrable network among Singapore clinicians.
. Knowledge of the Healthcare Industry Understanding of the Singapore oncology and broader specialist-medicine landscape, public and private. Knowledge of insurance partner ecosystems is a significant plus.
. Commercial track record A measurable track record of growing referral or sales pipelines against quarterly targets, and the discipline to manage that pipeline cleanly month to month.
. Senior-room presence Comfortable representing the practice to senior consultants, hospital administrators, insurance executives and overseas referrers. Strong written and verbal English conversational Bahasa Indonesia or Mandarin a plus.
. Cultural fit Warm, low-ego, patient-first. ICS is a small team, who put our patient's well-being first.
. Mobility Willingness to travel within Singapore daily for in-person referrer meetings and occasionally regionally (Indonesia primarily) for partnership development.

. Compensation A competitive base salary commensurate with experience, with a probation-tier structure (lower base for first three months, full band on confirmation).
