Job Description

Reporting to the CEO, this strategic leadership role is responsible for establishing and leading the legal function at NTUC Health. This role provides end-to-end legal, regulatory, and governance support across the organisation, including advising on partnerships, investments, operations, and enterprise risk matters.

Partnering closely with senior leadership, business units and Board committees, you will shape and drive legal strategy across the organisation. This includes delivering practical, business-oriented legal advice to support informed decision-making, strengthen organisational resilience, enhance operational excellence and enable sustainable growth.

This role is ideal for a self-starter who excels in a lean, fast-moving environment, enjoys building structures from the ground up, and takes ownership as the go-to advisor for all legal matters

Key Responsibilities:

Legal Advisory & Governance

  • Serve as principal legal advisor to Management and the Board, providing guidance on legal, regulatory, governance, and strategic matters, including partnerships, investments, and operations
  • Ensure organisational compliance with applicable laws and regulations (including healthcare, where relevant), and oversee litigation, disputes, and regulatory matters

Contract Management & Review

  • Lead the end-to-end management of contractual matters, including drafting, reviewing, and negotiating a broad range of agreements and contracts.
  • Ensure all contracts are commercially sound, legally compliant and aligned with organisational risk appetite and operational needs.

Operational Legal Support

  • Partner closely with business units to enable day-to-day operations by providing practical legal guidance.
  • Proactively identify potential legal and compliance risks and deliver solution-oriented advice that balances regulatory requirements with business needs.

Process Improvement

  • Design and implement legal processes, templates, and contract management systems to drive greater efficiency and consistency
  • Identify opportunities to streamline workflows and embed best practices that support faster and more effective decision-making.

Qualifications

  • At least a Bachelor's degree in Law or a related discipline
  • More than 10 years of relevant experience, with a proven track record in legal leadership or senior paralegal
  • Candidates with experience in the healthcare sector (such as community care, acute care/hospital settings, pharmaceutical, medical products or technology) are advantageous
  • Demonstrated ability to engage and influence stakeholders, not limiting to senior leadership at Board & Regulatory levels
  • Excellent analytical, communication, and strategic thinking skills, with the ability to translate complex risks into actionable insights
  • Strong business acumen and ability to provide practical, solutions-oriented advice
