Job Description

Library & Archives Solutions Pte Ltd (LAAS), incorporated in 2000, is a wholly owned subsidiary of the National Library Board (NLB) of Singapore.

LAAS seeks to provide solutions in library innovations to support libraries in expanding their services and improving efficiency, enhancing their capabilities and empowering libraries to adopt digital technologies to better serve their users.

Role :

  1. Lead and manage the full spectrum of Human Resources functions, including workforce planning, recruitment and selection, compensation and benefits, performance management, HR systems, employee relations, and HR administration, in alignment with LAAS's strategic directives and operational requirements.
  2. Manage and ensure the effective delivery of core HR operations, including recruitment administration, payroll coordination, benefits administration, performance processes, and HR documentation, with accuracy, timeliness, and compliance.
  3. Overseeand support the endtoend employee lifecycle, from onboarding to offboarding,ensuring a consistent, positive, and professional employee experience.
  4. Serveas LAAS's HR partner and advisor to management and employees, providing timelyguidance and practical solutions on peoplerelated matters, employmentpractices, and workforce issues.
  5. Develop,review, implement, and maintain HR policies, procedures, and frameworks toensure compliance with statutory and regulatory requirements, and supportoperational efficiency.
  6. Overseethe training and development needs of staff, including coordinating learningand development initiatives to meet current and future business and contractualrequirements.
  7. Workclosely with internal stakeholders, including Operations and BusinessDevelopment teams, on manpower planning, deployment, and costing inputs tosupport tender submissions, proposals, and business planning.
  8. Oversee the management of manpower outsourcing including contract management, performance monitoring, and service level assurance.
  9. Undertake adhoc HR projects and initiatives as required, contributing to continuous improvement of HR practices, organisational capability, and workforce sustainability.

Requirements :

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • Strong knowledge of the Singapore Employment Act and HR compliance requirements
  • Strong organisational, communication, and stakeholder management skills
  • High level of professional integrity, discretion, and confidentiality
  • Familiarity with HR informationsystems, HR analytics, and workforce reporting
  • Drive continuous improvement in HR processes and employee experience with good attention to detail with analytical and problem-solving capabilities
  • Self-motivated professional with effective written and verbal communication skills
