Job Overview
The Head, Development Management is responsible for end‑to‑end development and delivery of projects, from feasibility and investment support through construction, completion, and handover. The role acts as the overall project owner's representative, ensuring projects are delivered on time, within budget, safely, and to the required quality, sustainability, and performance standards.
This role partners closely with Business Development during feasibility and investment evaluation, mobilizing internal design and development resources to achieve conclusive and commercially sound outcomes. During execution, the role provides strong leadership over construction delivery, site supervision, HSSE compliance, risk management, and issue resolution.
The position is based in Singapore with regional responsibilities, supporting industrial developments such as industrial parks, modern logistics facilities, build‑to‑suit (BTS) assets, and ready‑built factories. The key outcome is the delivery of sustainable, resilient, and future‑ready urban developments, leveraging commercially viable in‑house solutions and strategic partners across Sembcorp.
Key Responsibilities
Development & Project Delivery Management
- Lead and oversee the full development lifecycle, from feasibility validation and pre‑development through construction, completion, and handover.
- Act as the single point of accountability for overall project delivery outcomes across cost, schedule, quality, HSSE, and sustainability.
- Work closely with the Head of Design Management to ensure design intent is translated effectively into construction and site execution.
- Provide leadership to project and construction teams to ensure adequate site supervision, reporting, and issue escalation across all projects.
- Take charge of urgent or emergency site situations, issuing clear directions and working with the Construction Director and relevant stakeholders to mitigate risks and restore safe operations.
- Ensure contractors strict compliance with HSSE standards, regulatory requirements, and company policies.
Feasibility, Investment Support & Business Partnering
- Partner with Business Development teams to support feasibility studies, techno‑commercial due diligence, and investment evaluation.
- Mobilise internal and external resources to support feasibility outcomes, including constructability inputs, preliminary development planning, and delivery risk assessments.
- Contribute delivery‑related insights to valuations, development budgets, and management reporting.
Construction Innovation & Continuous Improvement
- Explore and drive adoption of new construction technologies, including AI‑enabled tools, digital site management solutions, and innovative construction methodologies to improve safety, quality, productivity, and delivery timelines.
- Promote continuous improvement across construction practices and site management standards.
Risk, Governance & Stakeholder Management
- Identify, manage, and mitigate delivery‑related risks across construction, cost, schedule, regulatory compliance, and safety.
- Ensure adherence to company governance frameworks, statutory requirements, and ESG objectives.
- Serve as the key liaison with internal stakeholders (Management, Asset Management, Operations) and external parties including contractors, consultants, and authorities.
- Provide clear, consolidated progress, risk, and financial reports to senior management.
Leadership & Resource Management
- Lead and develop multi‑disciplinary project delivery teams across multiple concurrent projects.
- Ensure effective resource planning, performance management, and capability development within the development and construction teams.
Requirements
- Degree in Architecture, Engineering, Real Estate, or a related discipline.
- Minimum 15 years of relevant experience in real estate development, with strong exposure to construction delivery of industrial assets and integrated industrial parks.
- Proven experience leading end‑to‑end project delivery, including construction execution and handover.
- Strong leadership presence with the ability to manage complex site, contractor, and stakeholder environments.
- Highly organized, outcome‑driven, and capable of managing multiple large‑scale developments concurrently.
