GIS Project Manager

About the Role

We are seeking an experienced and driven GIS Project Manager to lead large-scale Enterprise GIS implementations across Government, Utilities, and Telecom sectors. This role requires strong project management expertise combined with deep hands-on knowledge of ESRI technologies and enterprise GIS architecture.

You will work closely with stakeholders, business users, and technical teams to design, implement, and manage mission-critical GIS solutions.

Key Responsibilities

• Lead end-to-end execution of large-scale Web GIS, Desktop GIS, and Mobile GIS projects using ESRI technologies

• Architect and implement enterprise-level GIS solutions using ArcGIS Enterprise

• Manage project scope, timelines, budgets, and deliverables

• Gather and document business requirements and ensure traceability through to delivery

• Design integration of GIS systems with enterprise IT and business applications

• Oversee migration projects from legacy GIS systems

• Ensure best practices in spatial database architecture and performance

• Manage stakeholder engagement, conduct presentations, and provide executive reporting

• Lead cross-functional teams including developers, analysts, and infrastructure teams

Required Skills & Experience

• 12-15 years of experience in GIS application development and project execution

• Strong hands-on experience with ESRI ArcGIS Enterprise solutions

• Proven experience delivering projects in Government, Utilities, or Telecom domains

• Strong knowledge of spatial databases:

  • Oracle (with Spatial)

  • SQL Server

  • PostGIS

  • MySQL (Spatial)

• Experience architecting large-scale enterprise GIS systems

• Strong business analysis and documentation skills

• Experience integrating GIS with enterprise IT systems

• Excellent communication, stakeholder management, and presentation skills

Technical Competencies

Preferred Qualifications

• Experience in Singapore Government GIS projects

• Knowledge of Singapore Government Technology Stack (SGTS)

• Familiarity with government data security policies
