Role Overview
The General Manager is the chief executive responsible for the strategic leadership, operational management, and regulatory compliance of SSEUC. This role ensures the Co-operative fulfils its mission to serve members effectively, in accordance with SSEUC's by-laws and the regulatory standards set by the Registry of Co-operative Societies and the Singapore National Co-operative Federation (SNCF).
Key Responsibilities
Strategic Leadership & Operations
- Develop and execute short-term strategic plans aligned with SSEUC's mission and long-term goals.
- Oversee day-to-day operations, ensuring smooth delivery of member services, accurate loan processing, and strong internal controls for compliance and risk management.
- Design, implement, and manage the Thrift & Loan program, including setting policies, promoting member participation, and monitoring performance to provide effective savings schemes and affordable credit facilities in line with co-operative principles.
- Manage financial operations, budgeting, and ensure prudent use of funds in compliance with statutory requirements on dividends, honoraria, and reserves.
- Report to the Board and provide advice on policy matters, governance, and strategic initiatives.
- Foster a culture of transparency, accountability, and service excellence.
Governance & Compliance
- Ensure full compliance with the Co-operative Societies Act and related regulations.
- Submit annual reports, audited financial statements, and meeting minutes to the Registry of Co-operative Societies.
- Maintain accurate records of members, officers, and shareholdings as required under the Act.
- Implement and monitor internal controls and risk management frameworks in line with the Code of Governance for Co-operatives.
- Liaise with auditors and ensure timely completion of statutory audits.
Stakeholder Engagement
- Act as the primary liaison with regulators, SNCF, community partners, and other co-operatives.
- Build strong relationships with members and promote engagement in co-operative activities.
- Represent SSEUC at official functions and industry events.
Qualifications
- Degree or Diploma in Business Administration, Finance, or related field.
- Minimum 5 years of leadership experience, preferably in co-operatives, financial services, or member-based organisations.
- Strong understanding of Singapore's regulatory framework for co-operatives.
- Proven track record in strategic planning, governance, and operational management.
- Excellent communication, analytical, and interpersonal skills.
