Job Description

Role Overview

We are seeking an experienced Technical Manager to lead the technical management of an oil-tanker fleet. The successful candidate will ensure vessels operate safely, reliably and cost-effectively while complying with company, class, flag-state and international regulatory requirements.

The role will provide leadership to Technical Superintendents, oversee dry-dockings and major projects, manage technical budgets and serve as the senior point of escalation for vessel-related technical matters.

Key Responsibilities

  • Provide technical leadership and overall management of the assigned oil-tanker fleet.

  • Lead, guide and develop Technical Superintendents and other shore-based technical personnel.

  • Ensure vessels remain safe, reliable, compliant and operationally ready.

  • Monitor vessel condition, machinery performance, maintenance standards and recurring technical defects.

  • Review fleet KPIs, off-hire, breakdowns, repair costs and planned-maintenance performance.

  • Ensure the effective implementation of Planned Maintenance Systems across the fleet.

  • Oversee dry-dockings, major repairs, conversions, retrofits and capital projects.

  • Review and approve docking specifications, repair scopes, budgets and project schedules.

  • Monitor project execution to ensure safety, quality, cost and timeline requirements are achieved.

  • Manage technical operating and capital budgets and investigate expenditure variances.

  • Identify cost-saving opportunities without compromising safety, compliance or asset integrity.

  • Ensure compliance with class, flag, IMO, statutory and terminal requirements.

  • Lead preparations for SIRE inspections, TMSA reviews, audits, vetting and customer inspections.

  • Ensure deficiencies, conditions of class and audit findings are closed promptly.

  • Support incident investigations, root-cause analysis and corrective-action implementation.

  • Monitor compliance with environmental requirements, including CII, EEXI, SEEMP, EU ETS and FuelEU Maritime.

  • Review vessel requisitions, critical spares and procurement requirements.

  • Evaluate the performance of shipyards, vendors, equipment manufacturers and service providers.

  • Work closely with Marine, HSEQ, Crewing, Operations and Procurement teams.

  • Provide senior management with regular reports on fleet performance, budgets, projects and technical risks.

  • Travel internationally and attend vessels or shipyards when required.

Qualifications and Experience

  • Degree or diploma in Marine Engineering, Mechanical Engineering or a related discipline.

  • Chief Engineer Class 1 Certificate of Competency or an equivalent internationally recognised qualification.

  • Substantial seagoing experience aboard crude oil, product or chemical tankers.

  • Previous sailing experience as Chief Engineer on oil tankers is strongly preferred.

  • At least 5 years of shore-based technical-management experience within the tanker sector.

  • Previous experience leading Technical Superintendents or managing multiple vessels.

  • Strong knowledge of tanker machinery, cargo systems, maintenance and asset integrity.

  • Proven experience managing dry-dockings, major repairs, budgets and technical projects.

  • Good understanding of SIRE, TMSA, ISM, MARPOL, SOLAS and tanker-vetting requirements.

  • Familiarity with incident investigation, risk management and environmental regulations.

  • Strong leadership, commercial judgement and decision-making skills.

  • Excellent communication and stakeholder-management capabilities.

  • Willing and able to travel internationally at short notice when required.
