SNM is strengthening its finance functionto support a larger and more complexorganisation. The Director,Finance will improvefinance processes, reporting, budgeting, forecasting and cost visibility, while ensuring good governance andcontrols.
The role will support Management and the Board with clear financial analysis and reporting, including for fundraising, reserves and investment-related matters.
Key Responsibilities
1. Finance transformation, planning and reporting
- Strengthen SNM's finance function to support a larger and more complex organisation.
- Improve finance processes, management reporting, budgeting, forecasting and cost visibility.
- Lead the development of a clearer finance reporting spine, including chart of accounts, cost centre structure and reporting categories.
- Lead the finance workstream for ERP enhancement, systems improvement, automation and reporting efficiency.
- Build more useful financial analysis by service, site, programme and major cost category where relevant.
2. Business partnering and committee support
- Partner the CEO, EXCO and Heads of Department on budgeting, financial performance, cost management and resource allocation.
- Strengthen cost visibility across manpower, operating expenses, shared services and other major cost areas.
- Oversee financial governance relating to subventions and other sector funding, including submissions, claims, reconciliations and reporting.
- Prepare finance papers, reports and analysis for the Board, EXCO and relevant committees.
- Support the Board and relevant committees with financial analysis on fundraising, reserves, liquidity and investment-related matters.
- Translate financial results and trends into clear observations, risks and recommendations.
3. Governance, controls and audit
- Ensure compliance with relevant regulatory, governance and funding requirements, including the Charities Act, IPC requirements, Singapore FRS and internal policies.
- Maintain and strengthen internal controls, finance policies, delegated authority limits and reporting processes.
- Ensure restricted donations, designated funds, grants and subventions are properly tracked, managed and reported.
- Lead the statutory audit, internal audit and subvention-related audits.
- Coordinate responses to audit queries and ensure timely completion of follow-up actions.
- Strengthen governance and controls through disciplined remediation of audit findings.
4. Team leadership and capability building
- Lead, guide and develop the finance team to support SNM's next phase of growth.
- Supervise the Finance Manager and support capability development across the team.
- Review team structure, roles and workflows to ensure the function can scale with the organisation's needs.
- Promote financial discipline and build financial literacy among budget owners and departments.
- Support a culture of accountability, accuracy and service orientation.
Job Requirements
- Bachelor's degree in Accounting, Finance or a relevant discipline.
- CA (Singapore), ACCA, CPA or equivalent professional qualification preferred.
- At least 10-15 years of relevant finance experience, with at least 5 years in a senior finance leadership role.
- Experience in healthcare, eldercare, social service, charity or other regulated sectors preferred.
- Strong experience in budgeting, forecasting, management reporting, financial analysis, audit and internal controls.
- Experience in finance transformation, ERP implementation or finance systems improvement will be an advantage.
- Familiarity with subvention funding, IPC governance, donor-restricted funds and Singapore charity-sector requirements will be an advantage.
- Good communication and stakeholder management skills, including experience supporting senior management and committees.
- Strong analytical skills, sound judgement and a hands-on approach.
- High level of integrity and commitment to the social service sector.
