Role Purpose
We are seeking a hands-on Finance & Compliance Manager to oversee financial governance, regulatory reporting, subvention management, and grant administration for a subvented nursing home.
This role ensures strong financial controls, accurate reporting, full compliance with MOH/AIC requirements, and disciplined grant management. The successful candidate will supervise the in-house Accountant and strengthen internal control processes.
Depending on experience and capability, the role may evolve to include broader leadership responsibilities.
Key Responsibilities
Financial Oversight & Controls
- Supervise and review work of in-house Accountant (full set of accounts, reconciliations, month-end closing)
- Review General Ledger, AR/AP, and financial reports for accuracy
- Approve payments in accordance with internal control policies
- Monitor cashflow and financial sustainability
- Lead annual budgeting process and review budget vs actual performance
- Prepare management and Board financial reports
- Strengthen month-end processes and implement review controls to improve accuracy
- Identify recurring errors and implement corrective measures
Subvention & Regulatory Reporting
- Prepare and review quarterly MOH subvention reports prior to submission to AIC
- Verify subsidy computations and ensure funding accuracy
- Maintain compliance calendar for regulatory returns and surveys
- Ensure timely and accurate submission of required reports to MOH, AIC, and other authorities
- Liaise directly with regulators on financial and reporting matters
Grant Management & Development
- Maintain register of active grants and funding schemes
- Monitor grant utilisation and ensure compliance with funding conditions
- Prepare and review grant claims and supporting documentation
- Prepare required grant progress and financial reports
- Identify suitable grants and coordinate grant applications
- Manage grant-related audits and prevent funding clawbacks
Audit & Governance
- Liaise with external auditors and ensure audit readiness
- Oversee statutory compliance
- Maintain and strengthen financial policies and internal controls
- Identify financial and compliance risks and escalate appropriately
