Job Summary

The Manager, Facilities is responsible for leading the facilities operation and maintenance function to ensure compliance, safe, reliable and efficient operation of facilities and utilities assets located within West, Singapore. This role oversees the implementation of facilities lifecycle management and maintenance strategies, capital projects, energy and carbon reduction initiatives as well as the performance of outsource facilities services.

As a key member of the Plant Engineering team, the Manager partners with Production, Quality, EHS, and other functions to drive operational excellence, equipment reliability, and compliance with internal and regulatory standards.

Essential Duties And Responsibilities

  • Lead the site's facilities teams, including engineers, technicians, and contractors
  • Develop and implement asset lifecycle strategies to improve equipment availability, reliability, and performance
  • Oversee preventive, predictive, and corrective maintenance programs, ensuring adherence to safety, quality, and regulatory requirements while minimizing downtime to facilities and utilities operation.
  • Lead and develop a high performing team, fostering a culture of safety, quality, collaboration and continual improvement such as lean, innovation etc.
  • Drive and develop strategically aligned workforce, internal capabilities and processes to ensure effective delivery.
  • Lead commissioning, qualification, and validation activities for facilities and utilities systems.
  • Provide technical leadership for equipment troubleshooting, root cause investigations, and continuous improvement.
  • Ensure effective planning and execution of maintenance activities with minimal impact on production
  • Monitor and report equipment performance metrics and drive improvement initiatives using TPM, Lean, and Six Sigma tools
  • Manage departmental budgets, spare parts inventory, and vendor/contractor relationships
  • Ensure compliance with all EHS, cGMP, and other applicable standards
  • Support audits and inspections by regulatory bodies and internal stakeholders
  • Responsible as site Energy Manager.

Preferred Knowledge, Skills And Abilities

  • Recognized Degree in Mechanical, Electrical, or equivalent technical discipline.
  • Minimum of 10 years of relevant experience, including at least 3 years in management leadership positions.
  • Strong technical knowledge in the operation and maintenance of HVAC, Clean and Black utilities, and control systems.
  • Experience working in GMP-regulated environments (pharmaceutical, medical device, or similar)
  • Proven experience in managing GMP facilities and utilities operations and equipment reliability
  • Proven experience in facilities contamination control and utilities out-of-specification management
  • Strong communication, excellent leadership and interpersonal skills with a passion for mentoring
  • Good understanding in TPM and Six Sigma processes
  • Proficiency in SAP or other CMMS platforms
  • Experience managing contractors and performance-based services
  • Analytical and data-driven approach to maintenance and reliability
  • Ability to lead and influence cross-functional teams
  • Working beyond normal working hours may be required.
  • Strong planning capabilities

License and Certifications

  • A Singapore Certified Energy Manager.

5%: Up to 13 business days per year
