Job Description

Responsibilities:

  • Develop, implement and continuously enhance Waste Water Treatment Plant and Facilities Management policies, SOPs, and governance frameworks to ensure operational excellence and regulatory compliance
  • Lead, mentor, and develop a team of technical specialists in the effective operation, maintenance, and optimization of all facility systems
  • Oversee end-to-end facilities operations, ensuring high system reliability, minimal downtime, and optimal asset lifecycle management
  • Manage external contractors and service providers, ensuring compliance with safety standards, quality workmanship, budget control, and timely project completion
  • Drive Condition-Based Monitoring (CBM) initiatives and implement continuous improvement plans to enhance equipment performance and reduce operational risks
  • Identify and implement energy and water efficiency initiatives, including sustainability programs, cost-saving strategies, and environmental impact reduction plans
  • Develop and manage capital expenditure (CAPEX) plans, including feasibility studies, budgeting, project planning, risk management, and timely execution
  • Ensure full compliance with statutory, regulatory, and workplace safety requirements
  • Provide strategic input to senior management on facilities planning, risk mitigation, and long-term assets management strategies
  • Perform other duties and special projects as assigned by management

Requirements:

  • Degree in Engineering (Electrical/Mechanical/Chemical/Facilities or related discipline)
  • Minimum 10 years of relevant facilities management experience, with proven leadership experience in a managerial capacity
  • Certified Singapore Certified Energy Manager (SCEM) is mandatory
  • Strong knowledge of building systems, utilities, energy management, and maintenance best practices
  • Demonstrated leadership, stakeholder management, negotiation, and contractor management skills
  • Strong analytical, problem-solving, and decision-making abilities
  • Results-oriented with excellent communication and team collaboration skills
