Job Description

Job Purpose

The Executive / Senior Executive, Human Resource will be handling the full spectrum of HR functions with main focuses on payroll management, compensation & benefits support and HRIS administration, managing the manpower budget, performance management, and learning and development.

The role will also be involved in managing employee lifecycle and other HR & Admin day-to-day operations.

Duties & Responsibilities

Payroll Management & Administration

  • Responsible for AHG's Payroll for every pay period for both permanent, contract and casual employees.
  • Implements, maintains and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions.
  • Ensures accurate and timely processing of payroll, and maintains the payroll processing records and reports for review and record keeping purposes.
  • Ensures that practices are in compliance with current laws and regulations.
  • Handles CPF, IR8A and Tax clearance (IR21).
  • Responsible for Leave management, Medical & Claims.
  • Manages the yearly bonus and increment process.
  • Maintains and reviews SOPs, as well as facilitates payroll audit, where needed.

HRIS Administration & Support

  • Serve as the primary HRIS administrator for the Whyze system, ensuring accurate employee data - including staff movements (e.g. promotions, transfers, re-designation, resignations/terminations etc.) - and smooth system operations
  • Support payroll and core HR processes through effective system configuration, user access management, and basic reporting
  • Provide day‑to‑day HRIS support, including troubleshooting user issues and liaising with the vendor on system matters

Compensation & Benefits

  • Support Deputy Director, HR to develop & review a holistic and effective compensation & benefits strategy that attracts and retains different employee segments.
  • Manages and tracks the overall manpower budget.

Performance Management

  • Work closely with Deputy Director, HR to design, develop and implement an efficient, fair and transparent Performance Management System across AHL and promote a performance based culture.
  • Manages the performance management cycle process from start to end; including objectives setting and development planning; and monitor timely and accurate completion of appraisal.
  • Develops and refines the annual appraisal process, and manage the communications with employees to ensure that the performance management process is executed within the specified timeframe and as per defined guidelines.
  • Ensures alignment of the outcome of the performance management process with AHG's compensation framework in determining the annual increment and bonuses

Learning & Development

  • Support the Deputy Director, HR to develop and execute learning strategies and programmes
  • Work closely with Deputy Director, HR to develop and maintain organizational communications such as intranet portal and eDMs to ensure employees have knowledge of learning and development opportunities and events
  • Maintain accurate training records, monitor costs, and maintain budgetary control of learning activities.

Employee Engagement

  • Organise organisation-wide engagement sessions, eg. Townhalls, New Hires Orientation, Teambonding session.

HR Administration

  • Monitor, upkeep and ensure security and accuracy of employees records and documents in physical employee personnel files.
  • Maintain any additions/deletions of employees for insurance coverage and point of contact for all insurance claims matters.
  • Maintain and update employee handbook, guidelines, policies and process flows.

Requirements

Educational qualifications

  • Relevant Degree/Diploma in Business or HR related discipline

Experience

  • At least 2 years of HR Generalist experience, with prior experience managing payroll and preferably in HR support in compensation & benefits. Proficient in HRIS, with secondary responsibilities in Learning & Development and employee engagement.

Specific skills required

  • Strong knowledge of local regulations and labour laws, e.g. Employment Act, Retirement and Re-employment Act, CPF Act, PDPA Act etc
  • Strong analytical skills and conceptual abilities.
  • Strong mathematical skills with attention to details and ability to spot numerical errors.
  • Familiarity and hands‐on payroll experiences in Whyze HR system will be an advantage.
  • Strong interpersonal and communication skills, ability to demonstrate respect, care and concern when handling staff matters and have the ability to garner buy-in from stakeholders
  • Professionalism and integrity in handling confidential matters

NOTE: This is a 2-year contract role
