What You'll Do
- Develop technical specifications, Terms of Reference (TOR) and tender documents for multidisciplinary consultancy services supporting new transmission substations, upgrading works and asset renewal projects.
- Manage multidisciplinary consultants (Civil, Structural, Architectural, M&E, BIM, Geotechnical, Environmental, etc.) to ensure quality deliverables, compliance with project schedules and technical requirements.
- Review and provide technical comments on architectural, civil, structural and M&E designs to ensure compliance with SPPG standards, operational requirements, maintainability, safety and long-term asset reliability.
- Coordinate with internal stakeholders, project teams, Operations, Maintenance and external agencies to incorporate operational, maintenance and statutory requirements into substation building designs.
- Carry out conceptual planning, feasibility studies, option assessments and technical evaluations for transmission substations, underground substations (UGSS), cable shafts, tunnels and associated transmission infrastructure.
- Review design submissions, engineering calculations, BIM models, drawings and technical reports prepared by consultants, and recommend design improvements where necessary.
- Support technical evaluation of consultancy tenders, including assessment of technical proposals, tender clarifications and recommendation for award.
- Participate in design reviews, value engineering studies, constructability reviews and risk assessments throughout the project lifecycle.
- Review compliance with statutory requirements, building regulations, fire safety requirements, environmental requirements and authority submissions.
- Develop and maintain Transmission Substation Building Guidelines, technical standards, design requirements and engineering best practices based on operational feedback and lessons learnt.
- Provide technical support for strategic transmission development projects, including feasibility studies for future network expansion and emerging transmission technologies.
- Support technical investigations relating to building defects, structural assessments, refurbishment works and life extension of transmission buildings.
What You'll Need
- Degree in Civil Engineering recognised by the Professional Engineers Board Singapore.
- Experience in transmission substations, power infrastructure, underground structures, industrial developments or multidisciplinary engineering consultancy will be an advantage.
- Familiar with consultant management, multidisciplinary design coordination and technical governance.
- Good knowledge of Singapore building regulations, authority submission requirements, Fire Code, BCA requirements and relevant engineering standards.
- Experience in feasibility studies, conceptual planning, design reviews and consultant deliverables assessment.
- Familiarity with BIM, multidisciplinary coordination and digital engineering tools will be an advantage.
- Strong analytical, problem-solving and stakeholder management skills.
- Able to communicate effectively with consultants, project teams, operations, maintenance teams and government agencies.
- Self-motivated, proactive and able to manage multiple assignments within tight project schedules.
- Good written and verbal communication skills.
