Job Description

Overview

The Executive Manager / Senior Manager, Safety & Security is responsible for establishing and maintaining the organisation's safety and security governance framework. The role develops policies, standards and management systems, provides strategic oversight of outsourced service provider, and ensures that safety, security and emergencypreparedness arrangements remain effective, compliant and aligned with organisational objectives.

The incumbent serves as the organisation's subject matter expert for safety and security matters, providing assurance to management that contracted service provider is delivering services in accordance with regulatory requirements, contractual obligations and organisational expectations.

Roles & Responsibilities

1. Safety Governance & Assurance

  • Develop and periodically review workplace safety and health policies, procedures and standards.
  • Maintain oversight of the Workplace Safety & Health Management System (WSHMS) and ensure alignment with legislative and regulatory requirements.
  • Review risk assessments, safe work procedures and incident investigations conducted by service provider.
  • Monitor safety performance indicators and identify trends requiring intervention.
  • Conduct audits and assurance reviews to verify contractor compliance with safety requirements.
  • Advise management on emerging safety risks and recommend mitigation measures.

2. Security Governance & Oversight

  • Develop and maintain the organisation's security policies, standards and operating requirements.
  • Oversee the delivery of security services by outsourced provider, ensuring compliance with contractual obligations and organisational standards.
  • Review security incidents, investigations and corrective actions undertaken by
  • service provider.
  • Ensure appropriate governance of access control, surveillance, security technology and physical security measures.
  • Conduct periodic audits and performance reviews of security operations.

3. Contractor Management

  • Monitor contractor performance against contractual requirements and organisational expectations.
  • Lead regular operational and strategic review meetings with service provider.
  • Review contractor staffing, competency requirements and training records.
  • Drive continuous improvement initiatives and ensure service providers address performance gaps promptly.

4. Risk Management

  • Conduct regular audits and risk assessments to identify vulnerabilities across all physical locations and operational processes.
  • Assess emerging threats, vulnerabilities and operational risks that may impact the organisation.
  • Provide recommendations to management on risk treatment strategies and resource requirements.

5. Emergency Preparedness & Crisis Management

  • Conduct scenario planning and simulation exercises to validate plans.
  • Ensure contractors and key stakeholders maintain readiness to respond to emergencies and incidents.
  • Plan and evaluate emergency drills, exercises and simulations.
  • Review exercise outcomes and ensure lessons learnt are incorporated into plans and procedures.

6. Compliance & Governance

  • Ensure compliance with all relevant safety, security and regulatory requirements.
  • Coordinate internal and external audits relating to safety and security matters.
  • Prepare reports, risk updates and performance dashboards for senior management and committees.

Qualifications

  • Bachelor's degree in security management, or occupational safety and health or related field.
  • Minimum of 10 years in Safety & Security Management. Familiarity with Singapore WSH Standards and Regulations.
  • Registered Workplace Safety and Health Officer with MOM will have an added advantage.
  • Professional credentials such as Certified Protection Professional (CPP), Physical Security Professional (PSP), or Certified Safety Professional (CSP).
  • High Adaptability, possess strong organisational and interpersonal skills, excellent verbal/written communication skills.
