[What you will be working on]
We are seeking an experienced Engineer/Architect to support our dynamic team delivering the CORENET X project. As an Engineer/Architect playing the role as a business owner, you will play a crucial role in supporting the organization for changes brought about by policy and process transformations and new IT system. You will be working with multiple parties, including the IT vendor, the BCA internal IT Team, line departments, representatives from the business units of different government agencies, and the end users.
Key Responsibilities
Digital technologies for construction design:
Conduct market research on state-of-the-art technologies related to construction design. Understand the capabilities and limitations of the relevant technologies, assess the technology readiness level, and propose the way forward. This entails working with other teams in BCA.
Setting The Success Metrics And Gathering User Requirements
Collate business requirements to be developed in the IT systems, which may include process re-engineering. Work with project teams to map out end-to-end workflows, pain points and the AS-IS process, thereafter to re-design efficient TO-BE processes. Quantify the savings and efficiencies gained from the changes. Test the system, and coordinate with users to do testing.
Change Management Activities
Assess the impact of the changes and the parties affected. Work with the change management team to implement the change management plan including the communications and change management activities.
Training
Coordinate training by the vendor to the end users for major releases. Be the in-house expert for the product. Handle queries from Helpdesk, change agents and change champions or end users on usage of the system, gather feedback, and advise on future enhancements.
Ops Support
Support the IT department for operations and maintenance issues, e.g. clarifying the intended behaviour of the system, or assessing bugs and defects and mitigation measures for defects.

Key Skills
The following skills and experiences that align with the specified responsibilities:
- Strong Agency Process Acumen: In-depth understanding of the business processes, including submission, processing and monitoring. This understanding is vital for effectively identifying areas for improvement and implementing software solutions that align with agency needs.
- End-to-End Workflow Design: Ability to collaborate closely with project teams to present comprehensive end-to-end workflows that enable mapping and testing of system processes.
- Change management: Knowledge of change management strategies, and able to implement change management plans and activities.
- Technology management: Knowledge of BIM and construction design technologies, and be able to formulate assessment and plans to incorporate relevant technologies into processes.
Requirements
- Passionate about transforming and changing operational processes through digitalization.
- Experience in end-to-end construction projects, as an engineer or architect.
- Have past experience with managing organizational changes especially due to process changes and IT system changes.
- Good communication and interpersonal skills.
- Able to work in a team and across different departments.
- Preferably possess Prosci Certified Change Practitioner, or equivalent, certification.
- Preferably in-depth knowledge of BIM technology.
