We seeking a highly hands-on ECM Technology Stack Architect to support Public Sector (GCC) programmes in Singapore. The candidate must demonstrate strong hands-on experience across multiple ECM platforms, deep understanding of content lifecycle management, and the ability to architect interoperable, secure, and scalable content solutions aligned to requirements.
Key Responsibilities
ECM Architecture & Solution Design:
- Design and implement end-to-end ECM architectures aligned with:
- GCC standards
- Security, data residency, and regulatory requirements
- Define logical, physical, and security architectures across:
- Content repositories
- Workflow and case management
- Integration and API layers
- Search and metadata services
- Produce implementation-ready architecture artefacts that guide developers and operations teams.
Hands-on ECM Platform Configuration & Customisation
- Actively configure, extend, and customise multiple ECM platforms, including (but not limited to):
- OpenText (Content Suite, xECM, Documentum)
- Newgen (OmniDocs, iBPS)
- Alfresco
- IBM FileNet
- Hyland OnBase
- Microsoft SharePoint (as ECM component)
- Perform hands-on:
- Metadata model design
- Taxonomy and classification configuration
- Custom workflows and business rules
- Develop extensions using:
- Platform SDKs and APIs
- Java / .NET / REST-based custom components
- Scripting and configuration frameworks
Full-Stack & Integration Development
- Design and implement end-to-end ECM integrations with:
- Line-of-business applications
- Government digital platforms
- External agencies and systems
- Build and expose:
- REST / SOAP services
- Event-driven and workflow-triggered integrations
- Work hands-on with:
- Java / .NET
- RESTful APIs
- Integration middleware and messaging platforms
- Participate directly in code reviews, refactoring, and performance optimisation.
Required Technical Skills
Hands-on experience with two or more of the following:
- OpenText (Content Suite, xECM, Documentum)
- Newgen (OmniDocs, iBPS)
- Alfresco
- IBM FileNet
- Hyland OnBase
- Microsoft SharePoint (as ECM component)
Development & Customisation
- Java and/or .NET-based ECM development
- REST / SOAP APIs
- Platform SDKs and custom modules
- Scripting and configuration frameworks
Integration & Middleware
- API-led integrations
- Event-driven architectures
- Messaging and integration platforms
- Experience integrating ECM with enterprise systems
Security & Governance
- ECM security models (RBAC / ABAC)
- Information lifecycle management
- Audit and compliance reporting
- Understanding of public sector regulatory requirements
Required Experience
- Over 10 years of IT experience
- 68+ years hands-on ECM implementation experience
- Proven progression as:
- ECM Developer Technical Lead Architect
- Experience in Government /Public Sector / Regulated environments strongly preferred
- Demonstrated ability to design, configure, code, and troubleshoot across ECM platforms
