Job Description

This organisation operates in the public sector and has a significant presence in Singapore.

Partner closely with internal stakeholders to develop sourcing strategies that optimise cost, quality, and long-term value.
Develop comprehensive tender documents and specifications that clearly define scope, minimise risk, and safeguard operational continuity.
Lead commercial negotiations to achieve competitive outcomes while maintaining strong supplier partnerships.
Manage the full tender lifecycle from planning through award and implementation.
Oversee post-contract activities in collaboration with stakeholders, ensuring smooth execution and issue resolution.
Monitor supplier performance and drive continuous improvement initiatives.
Promote sustainable procurement practices aligned with organisational ESG commitments.

Possess a Bachelor's Degree in Supply Chain, Business, Engineering or a related discipline with at least 4 years of relevant procurement or sourcing experience.
Solid knowledge of engineering category procurement and sourcing strategies, tender processes, contract management, and governance frameworks.
Strong communication and stakeholder management capabilities.
Demonstrated ability to influence, negotiate, and build effective working relationships.
Energetic, proactive, resourceful, and able to drive initiatives independently while working collaboratively.
Exposure to e-procurement platforms such as Ariba, Coupa, Oracle, or Zycus is advantageous.
Professional certification such as CIPS is a plus.
