Job Description

Project Overview

A major contract to design and construct the onshore connecting infrastructure for a highly strategic, large-scale LNG Terminal and Floating Storage and Regasification Unit (FSRU) project in Singapore.

We are seeking a highly versatile and strategic Engineering Manager to lead this onshore infrastructure package. The core mandate of this role is to act as the central technical bridge between the project execution site in Singapore (including local stakeholders and the client) and our internal engineering and design hubs based overseas.

Key Responsibilities

1. Cross-Border Engineering Leadership: Take full ownership of the engineering deliverables for the onshore connecting infrastructure, effectively directing, controlling, and mentoring the internal overseas engineering team from the Singapore project office.

2. Technical Bridging & Communication: Act as the primary technical conduit between the overseas design hub and Singapore-based stakeholders (client, local authorities, and site execution teams). Ensure clear translation of project requirements, local codes, and client expectations.

3. Design & Compliance Oversight: Review and approve engineering designs, schematics, and methodologies produced by the remote team. Ensure all deliverables strictly comply with Singapore's local regulatory standards (e.g., BCA, URA), safety guidelines, and international LNG infrastructure codes.

4. Versatile Team Management: Implement robust workflows and digital collaboration tools to manage remote engineering resources effectively. Anticipate bottlenecks and resolve technical queries swiftly to prevent schedule delays.

5. Interface Management: Coordinate the technical interface between the onshore infrastructure and the offshore FSRU vessel, ensuring seamless integration of pipelines, mooring systems, and transfer facilities.

6. Risk & Quality Control: Identify technical and compliance risks early in the design phase. Conduct regular audits and reviews of the remote team's output to maintain the highest quality standards before deployment to the Singapore site.

Qualifications & Requirements

1. Education: Bachelor's or Master's degree in Civil, Structural, Mechanical, or Marine Engineering.

2. Experience: Minimum of 10-15 years of engineering management experience, specifically in heavy civil, marine infrastructure, or oil & gas terminal projects (e.g., jetties, pipelines, receiving facilities).

3. Cross-Border Management: Proven track record of managing remote engineering teams or working in a highly matrixed, international organization. Experience controlling overseas design hubs while executing projects in Singapore is highly advantageous.

4. Regulatory Knowledge: Deep understanding of Singapore's construction, engineering, and environmental regulations, as well as standards relevant to energy and marine infrastructure.

5. Communication & Versatility: Exceptional leadership and communication skills. Must be highly versatile, capable of adapting management styles to effectively bridge cultural and operational gaps between the Singapore site and the remote design office.

6. Language: Professional fluency in English and Mandarin is crucial for direct technical discussions, document reviews, and daily management of the overseas engineering team.
