This role is a sole contributor and is required to support the site's facilities operations (e.g. in managing the aircon system, electricity and day-to-day of facilities management with the support of in-house supplier and external supplier for the maintenance of its system).
THE ROLE
REGULATORY COMPLIANCE
- Ensure compliance to all local Singapore authority regulations such as PUB, BCA, EMA and etc.
FACILITIES OPERATIONS
- Ensure compliance to all ST company policies and regulatory requirements including but not limited to ISO standards and SOPs
- Manage Site Facility requirements, targets, and goals through effective execution of programs, procedures, and vendor/supplier management
- Manage and ensure the upkeep of all Site Facilities equipment and Building services, maintained, and operating effectively at reasonable cost.
- Perform necessary Facility Inspections and Facility evaluation programs at the optimal frequency as per regulatory requirements.
- Manage, monitor and program the site building system controlling the aircon units
- Analyze trends and propose improvement plans for site facilities.
- Ensure all Facility management processes and procedures are up to date and documented in ST DMS
STAKEHOLDER MANAGEMENT
- Update management with all latest and new Facility regulatory requirements
- Provide solutions and excellent service delivery to ensure the facilities of the site is optimal
SUPPLIER MANAGEMENT
- Manage Vendor / Supplier execution and performance to obtain and secure the services required in a timely manner
- Perform supervision of Vendor/Supplier works where applicable and ensure safety requirements of Vendors/ Suppliers are complying during these works.
- Measure and assess Vendor / Supplier performance and recommend to Management on their services.
- Establish contract scope of work for suppliers to suit the operations of the business needs
PROJECT MANAGEMENT
- Lead and manage Committees where applicable and necessary to achieve facility management requirements.
- Lead, manage and drive Site Facility Projects as approved by management from design, execution to completion.
- Raise necessary PR/PO in Ariba
COST MANAGEMENT
- Monitor site utilities cost monthly and present to management monthly consumption and improvement plans to achieve optimal operations excellence to the site
- Manage project cost allocated for the improvements to the site and deliver
OTHERS
- Supports or leads improvement projects
- Supports BCMS and other company-initiated projects
- To be well verse in assets creation in SAP, support Finance assets sighting and disposal of company's assets in accordance to the SOP
- To lead and participate in external and internal Audits where applicable.
SKILLS & EXPERIENCES
- Minimum 5 years experience in facilities operations particularly in M&E for buildings
- Bachelor's Degree/Diploma in Engineering, Facilities Management, or related field
- Good communication skill
- Familiarity with Aircon System and Electrical drawings
- Good at data analysis for actions for improvement
- Proficient in using MS Office applications, SAP and ARIBA will be added advantage
