Overview and purpose of the position

The Intern – Emergency Preparedness & Operations will:

• Support the NUH Operations Centre in hospital emergency preparedness, crisis planning and operational readiness activities.
• The attachment is designed for undergraduates to apply learning in public safety, crisis management, resilience, risk assessment, stakeholder coordination and crisis communication within a healthcare environment.
• Under the supervision of Ops Centre officers, the intern will support preparedness planning, exercises, reviews and improvement initiatives relating to Civil Emergencies (CE), Disease Outbreaks (DO) and other hospital emergency preparedness requirements.
• The intern may also participate in selected projects involving Ministry of Health (MOH) requirements and hospital-wide emergency preparedness initiatives.

Accountabilities

Emergency Preparedness Planning and Review (30%)

• Support the review and updating of emergency preparedness plans, Standard Operating Procedures (SOPs), workflows and supporting references.
• Conduct literature, policy and desktop research on emerging risks and preparedness practices.
• Assist in comparing MOH requirements against existing NUH arrangements and documenting areas requiring further review.
• Support documentation of operational assumptions, dependencies and follow-up actions.

Exercises, Training and Readiness Activities (25%)

• Support planning and conduct of Tabletop Exercises (TTX), Ground Deployment Exercises (GDX), drills and other preparedness activities.
• Assist with exercise documentation, participant coordination, injects, observations and administrative requirements.
• Participating as an observer or controller where appropriate and under supervision.
• Support consolidation of exercise observations, After Action Reviews (AARs) and follow-up actions.

Emergency Preparedness Projects (20%)

• Support selected Ops Centre preparedness projects involving areas such as Mass Casualty Incident (MCI), High-Level Infectious Pathogen (HLIP), decontamination, haze, infrastructure disruption, security threats or other emerging risks.
• Assist in mapping stakeholders, workflows, dependencies and operational requirements.
• Support development of presentations, briefing materials and project trackers.

Data, Research and Analysis (15%)

• Compile and analyse preparedness-related information and operational data.
• Support basic trends, gaps or readiness analysis using available data.
• Assist in developing dashboards, trackers or other tools to improve situational awareness and monitoring.
• Present key observations in concise written, graphical or presentation formats.

Operational and Secretariat Support (10%)

• Support Ops Centre meetings and working groups, including preparation of meeting materials, minutes and action tracking.
• Assist with MOH / NUHS taskings and information collation where appropriate.
• Participate in Ops Centre activities and other duties relevant to the learning objectives of the internship.

Qualification Required and Area of Discipline

Students with relevant academic exposure or interest in crisis management, resilience, security, risk management, research or related disciplines will be considered.

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

• Interest in emergency preparedness, crisis management, public safety and healthcare operations.
• Good analytical and critical-thinking skills.
• Able to conduct research, organise information and present findings clearly.
• Good written and verbal communication skills.
• Comfortable working with multiple stakeholders across clinical and non-clinical departments.
• Computer literate in Microsoft Word, Excel and PowerPoint.
• Ability to work independently under supervision and as part of a team.
• Positive, inquisitive and willing to learn.
• Able to manage multiple tasks and meet agreed timelines.
• Exercises appropriate discretion when handling sensitive operational information.
