As the Electrical Engineer representing the owner, you will play a critical supervisory and management role throughout the entire project lifecycle—from concept design and tendering to construction, final handover, and operations. You will be responsible for defining the project's electrical engineering requirements, reviewing designs proposed by external M&E Consultants, and overseeing the construction quality of Main Contractors. You must ensure the project is delivered on time, within budget, and strictly complies with Singapore's building regulations, safety standards, and sustainability (e.g., BCA Green Mark) requirements.
Main duty:
1. Pre-construction & Design Management
- Draft and develop the electrical system Design Brief and Owner's Requirements based on the company's commercial needs and operational standards.
- Review electrical design proposals, drawings, and calculation reports submitted by external M&E consultants to ensure they are rational, cost-effective, and compliant with Singapore codes.
- Lead Value Engineering (VE) initiatives to optimize the life-cycle cost of electrical systems without compromising safety, reliability, and quality.
- Ensure the design aligns with the Building and Construction Authority (BCA) Green Mark certification requirements.
2. Tendering & Procurement
- Assist the Commercial / Quantity Surveying (QS) department in reviewing tender drawings and Technical Specifications.
- Participate in the evaluation of bids from consultants and contractors, provide Technical Evaluation reports, and assist in the selection and award process.
3. Construction & Project Management
- Act as the owner's representative to oversee on-site electrical works progress, ensuring the main contractor and subcontractors adhere to approved drawings, specifications, and Singapore standards (e.g., SS 638, SS 530).
- Chair or participate in high-level project coordination meetings to resolve major discrepancies and technical clashes among consultants, contractors, and other stakeholders.
- Review and approve Variation Orders (VOs) and Extension of Time (EOT) claims submitted by contractors to safeguard the owner's commercial interests.
- Oversee on-site safety compliance, ensuring adherence to Singapore's Workplace Safety and Health (WSH) regulations.
4. Testing, Commissioning & FM Handover
- Supervise, witness, and endorse the Testing & Commissioning (T&C) processes for all electrical systems (HT/LT distribution, standby generators, UPS, lighting, ELV systems, etc.).
- Follow up on rectification works during the Defect Liability Period (DLP) to ensure contractors resolve issues promptly.
- Ensure all As-built Drawings and Operation & Maintenance (O&M) Manuals are complete, accurate, and smoothly handed over to the owner's Facility Management (FM) team.
Job requirements:
1. Education:
- Bachelor's Degree or higher in Electrical Engineering or a related discipline.
- Ideally from a university recognized by the Professional Engineers Board (PEB) Singapore.
2. Experience:
- 5 to 8+ years of experience in the Singapore construction or engineering industry.
- Strongly Required: Background working in large M&E Consultancies or top-tier Main Contractors. Experience in large-scale commercial complexes, data centers, healthcare, or high-end residential projects is highly preferred.
- Previous experience on the Client-side (Developer) or in a Project Management Firm is a significant advantage.
3. Technical Skills:
- Deep understanding of Singapore electrical codes, regulations, and statutory submission processes (familiar with EMA, BCA, SCDF, and SP Group requirements).
- Strong capability in drawing reviews, budget control, and contract management knowledge (e.g., SIA, PSSCOC conditions of contract).
- Familiarity with green building concepts and energy-saving technologies.
4. Soft Skills & Language:
- Language: Excellent English communication, presentation, and report-writing skills (required for reporting to senior management and multinational teams). Ability to converse in Mandarin for business purposes with specific subcontractors/suppliers is a plus.
- Outstanding stakeholder management skills, capable of effective negotiation and conflict resolution to safeguard the owner's interests.
