Job Description
We are seeking an experienced and hands-on EHS Coordinator to ensure workplace safety, environmental compliance and effective risk control across our construction projects.
The successful candidate will conduct site inspections, monitor high-risk activities, ensure compliance with EHS requirements, maintain statutory and project documentation, and promote a strong safety culture across all project operations.
Key Responsibilities
EHS Compliance & Site Safety
- Conduct daily site inspections and monitor construction activities to identify hazards, unsafe practices and potential environmental impacts.
- Ensure compliance with MOM, NEA, client and project-specific EHS requirements, policies and procedures.
- Implement HSE policies and associated management systems.
- Monitor high-risk activities including excavation, trenching, road works, heavy lifting, work at height, confined space and hot works.
- Inspect work areas, machinery, lifting equipment, temporary electrical installations and other site facilities to ensure safe working conditions.
- Monitor environmental controls such as noise, dust, waste management and earth control measures.
- Follow up on safety observations and ensure corrective and preventive actions are implemented and closed out.
Permits, Risk Assessment & EHS Documentation
- Verify and monitor Permit-to-Work (PTW) requirements for high-risk activities.
- Ensure Risk Assessments, Safe Work Procedures, Method Statements and other EHS documents are available, current and properly implemented on site.
- Prepare detailed EHS inspection and audit reports, including recommended corrective and preventive actions.
- Maintain EHS statistics, inspection findings, action trackers, PTW records and other project documentation.
- Assist in preparing weekly and monthly EHS reports for management and clients.
- Support internal and external EHS audits and inspections.
Safety Induction, Training & Awareness
- Conduct EHS site inductions for newly onboarded employees, workers and subcontractors.
- Conduct morning Toolbox Meetings (TBM) and pre-task briefings to highlight activity-specific hazards and control measures.
- Verify workers training, competency and mandatory safety certifications before deployment.
- Promote EHS awareness and encourage employees and subcontractors to follow safe work practices.
- Provide practical safety guidance to supervisors and workers when unsafe conditions or practices are identified.
Incident & Emergency Management
- Assist in the investigation of accidents, near misses, dangerous occurrences and property damage incidents.
- Support root-cause analysis and recommend appropriate corrective and preventive actions.
- Assist in emergency preparedness and response for incidents such as cable strikes, gas leaks, trench or shaft collapse, fire and heat-related emergencies.
- Participate in emergency drills, evacuation exercises and other EHS activities.
- Escalate serious safety concerns and incidents to the relevant project management and WSH personnel promptly.
Project-Specific EHS Responsibilities
- Monitor civil and road works, traffic management and public interface safety.
- Ensure appropriate controls are implemented for underground utility works, cable protection and works near existing services.
- Monitor deep excavation, trenching and shaft works.
- Ensure compliance with project-specific requirements for SPPG, LTA and other infrastructure projects.
- Support the Registered Earthworks Supervisor (RES) and Licensed Cable Detection Worker (LCDW) where applicable.
- Monitor activities near existing cables, gas pipes, substations and other underground utilities.
- Work closely with the Projects and Operations Teams to identify and resolve EHS issues effectively.
Qualifications
- Advanced Certificate in WSH (Level B) and minimum Diploma; Engineering background is an advantage.
- Minimum 2 years relevant EHS/WSH experience in construction.
- Strong knowledge of Singapore WSH regulations and environmental requirements.
- Experience supporting infrastructure, underground utilities or road construction projects will be an advantage.
- Familiar with PTW, Risk Assessment, SWP and site EHS inspections.
- Strong problem-solving, communication and coordination skills.
- Proficient in MS Office, Google Forms and digital reporting tools.
- Proactive, safety-conscious, detail-oriented and able to work independently.
- Possession of a valid Class 3 driving licence will be an advantage for site mobility.
