Job Description

  1. 2.Job Purpose

One of the Government Entity is seeking an experienced Dynamics 365 & Power Platform Administrator to manage, secure and optimize its Microsoft Dynamics 365 and Power Platform environments. The role holder will ensure these business applications are stable, secure, compliant and well governed, and will enable Company's teams to build and use solutions that improve services for employees, healthcare professionals and the public.

The role works closely with business stakeholders, developers, the Microsoft 365 and Azure teams, information security, and Microsoft and implementation partners.

Key Responsibilities

  • Administer and maintain Dynamics 365 Customer Engagement applications (e.g., Customer Service, Sales, Field Service) and Dataverse environments, including configuration, security roles, business units, teams and system settings.
  • Administer the Power Platform, including Power Apps, Power Automate, Power Pages, Power BI, Copilot Studio and connectors, through the Power Platform admin center.
  • Design and enforce the Power Platform governance framework, including environment strategy, Data Loss Prevention (DLP) policies, environment provisioning, and implementation and use of the Power Platform Center of Excellence (CoE) Starter Kit.
  • Manage user access, licensing and capacity (database, file and log storage, API request limits) and optimize license usage and costs.
  • Manage solution lifecycle and Application Lifecycle Management (ALM), including managed and unmanaged solutions, deployment pipelines across development, test, UAT and production environments, and source control using Azure DevOps or Power Platform Pipelines.
  • Plan, test and apply Microsoft release wave updates and platform changes, assessing their impact on company's solutions and coordinating regression testing with business teams.
  • Monitor system health, performance, integrations and scheduled processes, and troubleshoot issues with plug-ins, workflows, Power Automate flows, integrations and data synchronization.
  • Manage integrations with other company's and government systems using Dataverse APIs, Azure services (e.g., Logic Apps, Service Bus, Azure Functions), custom connectors and the on-premises data gateway.
  • Manage data import, export, migration, duplicate detection, bulk data operations, and backup and restore of environments.
  • Implement and maintain security controls in line with company's information security policies, including Microsoft Entra ID integration, conditional access, role-based and field-level security, auditing, data retention and protection of sensitive health data.
  • Handle incidents, service requests and changes in line with componay's IT service management processes, and escalate issues to Microsoft support and partners where needed, tracking them to resolution.
  • Support citizen developers and makers through guidance, standards, reviews of apps and flows before production, and training.
  • Maintain up-to-date technical documentation, including environment configurations, security models, integration details, runbooks and standard operating procedures.
  • Generate periodic reports on platform usage, license consumption, capacity, performance, incidents and governance compliance for management.
  • Support audits and ensure compliance with applicable UAE and Dubai Government regulations, including data protection and healthcare data requirements.

Secondary Responsibilities

  • Support the integration of Company's Operations Support Systems (OSS) tools, including IT service management (e.g., ServiceNow, Jira Service Management, Ivanti), infrastructure and application monitoring (e.g., Azure Monitor, Mange Engine), event management, CMDB and automation platforms.
  • Design, build and maintain integrations using APIs, webhooks, custom connectors, Power Automate and Azure integration services to enable automated data exchange, such as ticket creation, status updates, alert routing and asset or configuration synchronization.
  • Automate operational workflows between OSS tools and business applications, such as incident escalation, service request fulfilment, approvals and notifications, to reduce manual effort and improve response times.
  • Build operational dashboards and reports in Power BI that consolidate data from OSS tools, including incidents, alerts, availability, capacity and SLA performance.
  • Monitor the health and reliability of OSS integrations, troubleshoot failures, and maintain integration documentation, data mappings and runbooks.
  • Ensure OSS integrations follow Company's security, change management and data protection requirements, including secure credential management, least-privilege access and auditing.
  • DevOps Platform setup: set up and manage the DevOps platform (e.g., Azure DevOps), including organisations, projects, repositories, boards, artifacts, service connections, build agents and access permissions. 
  • CI/CD pipelines: design and maintain automated build-and-deploy pipelines for Dynamics 365, Power Platform and related Azure components, covering solution export, source control, testing, approvals and deployment across environments. 
  • Standards: set and enforce DevOps standards such as branching strategy, pull request and code review rules, versioning, release management and environment promotion rules. 
  • Security and quality: build security and quality checks into pipelines, such as the Power Apps solution checker, code analysis and Azure Key Vault for secrets, and keep deployment audit trails in line with Company's change management. 
  • Support: monitor pipeline health, fix build and deployment failures, and help development teams and partners adopt DevOps practices.

Qualifications and Experience

  • Bachelor's degree in Information Technology, Computer Science or a related field.
  • [5–7]+ years of experience administering Microsoft Dynamics 365 (CRM / Customer Engagement) and the Power Platform in an enterprise environment.
  • Strong knowledge of Dataverse, including the data model, security model, business rules, workflows and solution architecture.
  • Hands-on experience with Power Apps (canvas and model-driven), Power Automate, Power Pages and Power BI.
  • Experience implementing Power Platform governance, DLP policies, environment strategy and the CoE Starter Kit.
  • Experience with ALM and DevOps practices, including Azure DevOps, Power Platform Build Tools, Power Platform CLI and pipelines.
  • The ideal candidate will have previous experience in application development, with a solid understanding of the software development lifecycle and the ability to extend the platform beyond low-code where required.
  • Familiarity with API development and integration, including RESTful APIs, OAuth 2.0 authentication, JSON, OpenAPI (Swagger) definitions, custom connectors and Azure API Management, as well as programming experience in C#/.NET and JavaScript/TypeScript (e.g., plug-ins, PCF controls, Azure Functions).
  • Working knowledge of Microsoft Entra ID, Microsoft 365 administration and Azure integration services.
  • Familiarity with PowerShell scripting, the Dataverse Web API, FetchXML and tools such as XrmToolBox.
  • Experience in healthcare or government environments is preferred.

  • Microsoft Certified: Power Platform Administrator (or equivalent Power Platform administration certification)
  • Microsoft Certified: Power Platform Functional Consultant Associate (PL-200)
  • Microsoft Certified: Dynamics 365 Fundamentals (MB-910 / MB-920)
  • Microsoft Certified: Power Platform Developer Associate (PL-400) or Solution Architect Expert (PL-600) (advantageous)
  • ITIL 4 Foundation (advantageous)
