Job Description

Role Purpose

The Director leads the technology function across the organisation's Singapore healthcare portfolio, spanning primary care, specialist care, ambulatory services, managed healthcare and training services. Reporting to the CEO, the role is accountable for the reliability, security, and compliance of clinical and corporate systems, and for delivering a digital roadmap that supports clinical quality, patient experience, and managed care operations. The Director is a member of the Singapore management team, working collaboratively with Group IT leads across infrastructure, data, mobile development, security, and other functional domains.

Key Responsibilities

1. Technology Roadmap & Investment Planning

  • Develop and execute a 2–3 year's technology roadmap aligned with clinical, commercial, and growth priorities.
  • Manage the IT budget (capex and opex) with disciplined investment governance and regular reporting to the CEO and management team.
  • Prioritize initiatives across competing demands, balancing strategic ambition with operational realities and budget constraints.

2. Resourcing, Partnerships & Build/Buy/Outsource Strategy

  • Lead the IT resourcing model — assessing the optimal mix of internal headcount, managed services, outsourcing, and off-the-shelf solutions.
  • Attract, develop, and retain key technology talent, with clear career pathways and strong delivery capability.
  • Make and periodically review build/buy/outsource decisions; manage strategic vendor and partner relationships with disciplined contract governance.
  • Leverage internal human capital effectively, ensuring a high level of staff engagement and productivity.

3. Managed Healthcare Platform

  • Work closely with the Managed Healthcare IT lead(s) to ensure BAU delivery, platform enhancements, and reliable service to the corporate member base.
  • Maintain close oversight of managed care's onshore and offshore development resources, ensuring quality, velocity, and business alignment.
  • Ensure secure and resilient integrations with corporate clients, panel clinics, and insurers, with appropriate SLAs and escalation protocols.

4. Clinical & Training Systems

  • Oversee the operation and continuous improvement of the CMS/EMR, practice management, and other clinical platforms (e.g. RISPACS), ensuring partnered vendors are delivering on contractual and business requirements
  • Partner with clinic operations to enhance workflows, patient safety, and throughput; oversee integration efforts with HealthierSG, NEHR, and MediSave/MediShield Life.
  • Oversee the delivery and maintenance of Learning Management System (LMS) and Training Management Systems (TMS) via partnered vendors.

5. Group ERP Systems

  • Work closely with Group IT and Finance/HR counterparts for delivery and upkeep of core ERP systems (including Workday and related platforms).
  • Ensure Singapore's ERP configuration meets local requirements while aligned with Group standards; manage upgrades, change requests, and user support.
  • Oversee related data infrastructure — master data governance, integration middleware, and data quality controls — in coordination with Group.

6. IT Infrastructure & Service Delivery

  • Work with the IT service delivery lead(s) to ensure reliable infrastructure across all sites — covering network, servers, endpoints, and unified communications.
  • Maintain endpoint management standards (provisioning, patching, lifecycle) and collaborate with Group IT infrastructure leads on shared platforms and standards.
  • Uphold ITIL-aligned service management with clear SLAs for incident, request, problem, and change management across all clinical and corporate sites.

7. Data Architecture & Analytics

  • Maintain oversight of Singapore's data architecture, master data management, and integration strategy across clinical, operational, and financial systems.
  • Enable secure, trusted analytics and insights to support patient care, clinical governance, panel management, and operational decision-making.
  • Ensure data practices comply with PDPA and Singapore data governance frameworks, collaborating with Group data governance workgroups.

8. Innovation & Digital Transformation

  • Champion innovation across the IT function and business units — particularly AI, automation, and digital-first design — to improve service levels and operating efficiency.
  • Promote contemporary SDLC approaches leveraging AI-assisted coding, automated testing, and DevOps to accelerate delivery and quality.
  • Work closely with country or group level product leads to deliver patient-facing digital initiatives (app/portal, online booking, telemedicine, e-payment, digital intake) and evaluate emerging technologies with a pragmatic lens.

9. Cybersecurity & Compliance

  • Work closely with Group IT Security counterparts and Singapore data governance workgroups to maintain a coherent cybersecurity posture across the portfolio.
  • Maintain the cybersecurity programme — endpoint protection, identity and access, vulnerability management, and security monitoring.
  • Ensure compliance with PDPA, MOH Cybersecurity Code of Practice, the Cybersecurity Act, and HCSA licensing conditions; maintain the IT risk register, BC/DR plans, and lead incident response.

Qualifications & Experience

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related discipline; postgraduate qualification advantageous.
  • Minimum 12–15 years of progressive IT experience, with at least 5 years in a senior leadership role managing multi-disciplinary teams and budgets.
  • Experience in healthcare, managed care, or related industries preferred; familiarity with multi-site or multi-service-line environments an advantage.
  • Exposure to clinical or practice management systems, claims platforms, or health administration systems in a complex operating environment desirable.
  • Familiarity with Singapore's national health ecosystem and relevant regulatory frameworks (e.g. MOH guidelines, PDPA) an advantage.
  • Familiarity with contemporary tech stack components including AI/ML, cloud-native deployment (e.g. Kubernetes), and AI-assisted SDLC and coding practices.
  • Relevant certifications preferred: CISSP, CISM, CISA, PMP, ITIL, or cloud (AWS / Azure / GCP).
