Purpose of the WSH Office

The Workplace Safety & Health (WSH) Office is PCF's central workplace safety and health centre of expertise. It sets enterprise direction, develops the WSH management framework, drives organisation-wide programmes, provides professional guidance, analyses risk and incident trends, and gives assurance to management that WSH controls are designed and operating effectively. Its purpose is to help make every PCF workplace safer for employees, children, seniors, contractors and visitors.

Role Purpose

Lead the establishment and development of PCF's enterprise WSH function. The Director/ Deputy Director sets strategy and standards, advises the CEO Office and senior leadership, integrates safety into governance and operations, and builds a practical system in which central leadership and Centre ownership reinforce each other.

Key Accountabilities

• Serve as WSH adviser to the CEO Office and senior leadership, providing clear, evidence-based advice on material risks, priorities, resources, and regulatory obligations.
• Own PCF's enterprise WSH strategy, policy architecture, framework, multi-year roadmap and annual work plan, aligned with organisational priorities and the risk profiles of preschool, senior-care, and HQ operations.
• Design and establish the WSH Office operating model, including governance forums, decision rights, escalation thresholds, centre interfaces, programme portfolio, assurance plan, and management reporting.
• Strengthen PCF-wide minimum WSH standards while ensuring requirements are practical, risk-based and adaptable to different centre archetypes and work activities.
• Lead the organisation-wide Risk Management and Risk Assessment approach, providing methodology, quality standards and professional guidance to centre Risk Assessment Leaders and Teams.
• Sponsor central programmes covering safety leadership, capability development, incident prevention, contractor safety, emergency preparedness, workplace health, learning from incidents and near misses, and safety communications.
• Commission and oversee risk-based audits, thematic reviews and unannounced site assurance ensure significant findings receive proportionate corrective and preventive actions, named owners, and timely closure.
• Oversee serious incident governance, root-cause learning, regulatory interface and executive escalation, without taking over the operational response duties of line management.
• Establish a coherent WSH data and insights framework, including leading and lagging indicators, trend analysis, benchmarking, action tracking and regular reporting to management and governance bodies.
• Represent PCF with regulators, auditors, professional bodies and external partners on WSH matters.

Job Holder Requirements

Qualification: Degree in workplace safety and health/ occupational safety / risk management or a related discipline.
Experience: At least 10 years of progressive WSH experience, including significant leadership responsibility across a multi-site or distributed operating environment.

Other Knowledge / Skills / Attributes:

• MOM registration as a Workplace Safety and Health Officer is strongly preferred. Equivalent senior professional credentials may be considered where supported by a substantial WSH track record.
• Strong track record in designing and implementing WSH management systems, enterprise programmes, governance, assurance, and culture change.
• Relevant social-sector operating experience is required or strongly preferred direct experience in early childhood, preschool, eldercare, healthcare, community care or another people-centred care environment is highly advantageous.
• Working knowledge of Singapore WSH legislation, risk management, incident management and audit/assurance practices. Familiarity with ISO 45001 is advantageous.
