Job Description
Key Responsibilities
Strategic HR Planning & HR Operations
. Develop and drive HR strategies, policies and initiatives that support the organisation's strategic objectives and workforce needs.
. Lead manpower planning, workforce budgeting and cost management to ensure effective deployment of human resources.
. Oversee the full spectrum of HR operations, including recruitment and selection, onboarding, contract renewal, payroll, compensation and benefits, employee engagement and offboarding.
. Ensure HR policies, practices and processes comply with applicable employment laws and regulations, and are aligned with prevailing HR best practices.
. Partner and engage with key stakeholders on HR matters and provide sound advice on people-related issues.
. Provide HR advice and support to relevant management committees and oversee the implementation of HR-related initiatives.
Performance Management
. Develop, implement and continuously review the organisation's performance management framework to drive employee performance and organisational effectiveness.
. Oversee the annual performance appraisal and compensation review exercises, ensuring consistency, transparency and alignment with organisational objectives.
Learning, Development & Talent Management
. Oversee the organisation's learning and development needs in line with business priorities and competency requirements.
. Develop and implement learning and development programmes to strengthen organisational capabilities and employee performance.
. Drive career development, talent management and succession planning initiatives to support talent retention and build a sustainable talent pipeline.
Employee Relations & Engagement
. Provide guidance and support to management and employees on employee relations matters, including workplace issues, grievances and conflict resolution.
. Handle employee relations matters with fairness, confidentiality and sound judgement, ensuring compliance with relevant employment legislation and organisational policies.
. Develop and implement employee engagement initiatives to strengthen employee experience, engagement and retention.
Administration & Facilities Management
. Oversee general office administration, including procurement of office supplies, office facilities and maintenance.
. Ensure administrative policies, procedures and processes are efficient, cost-effective and aligned with organisational requirements.
. Manage relevant vendors and service providers to ensure effective delivery of administrative and facilities-related services.
Job Requirements
. A recognised Bachelor's degree in Human Resources, Business Administration, Management, Psychology or a related discipline.
. IHRP certification is preferred, with IHRP-SP certification preferred for the Director position.
. At least 12 years of relevant HR experience, with 15 years or more preferred for the Director position, including substantial experience in HR operations, strategic HR planning and HR leadership.
. Strong knowledge of Singapore employment legislation and HR practices.
. Strong leadership, communication and stakeholder management skills, with the ability to work effectively with senior management and employees at all levels.
. High level of integrity, discretion, sound judgement and professionalism in handling confidential and sensitive HR matters.
