The New Kranji Water Reclamation Project isn't just a national milestone—it is poised to become one of the largest and most advanced water reclamation facilities in the world. Around the world, only a select handful of mega‑facilities operate at comparable scales. New Kranji aims not just to match them, but to set new benchmarks in energy efficiency, system integration, treatment innovation, and resilience‑focused engineering. As we move from Preliminary to Detailed Design this year, we are seeking a Digital Delivery Lead with the ambition and capability to shape a project of international significance. This is a rare opportunity to influence a program that will be studied, referenced, and replicated globally for decades to come.

About The Opportunity

The Digital Delivery Project Lead will define, implement and lead the digital delivery strategy for the New Kranji Water Reclamation Project, one of the world's largest and most advanced water reclamation facilities. This is an opportunity to be a key player in Jacobs industry leading digital delivery journey, demonstrated by the adoption of the Tuas WRP project as a BCA IDD Lighthouse Project.

As a key member of the Project Leadership Team, the role is responsible for establishing the digital governance, information management and technology frameworks that will support the successful delivery of the project from detailed design through construction, commissioning and handover. Working in close partnership with the Regional Digital Lead, the position will support the regional digital strategy through its tactical implementation on the project, ensuring regional standards, innovation initiatives and digital transformation objectives are effectively embedded within programme delivery.

The role will ensure that engineering, design, construction, asset and operational information are seamlessly integrated to create a connected digital ecosystem that drives project performance, informed decision-making and long-term operational value.

This role will provide strategic leadership across all digital delivery functions, helping to establish global best practice and create a digital legacy that can be adopted across future major infrastructure programmes.

Key Responsibilities

Digital Strategy and Leadership

  • Define and lead the project-wide Digital Delivery Strategy aligned with project objectives, stakeholder requirements and operational outcomes.
  • Provide strategic leadership for digital transformation initiatives across the project lifecycle.
  • Working with the Regional Digital Lead act as the principal advisor to Project Leadership on digital delivery, innovation, opportunities and risks aligned to the Regional Strategy.
  • Establish and drive a culture of digital excellence, collaboration and continuous improvement.

Information Management and Governance


  • Establish and maintain digital governance frameworks, information management processes and programme data standards.
  • Ensure consistent implementation of information requirements across all disciplines, consultants and delivery partners including contractors during construction.
  • Develop policies, procedures and controls to ensure data quality, integrity, security and compliance.
  • Define and monitor digital performance indicators and programme maturity targets.

Digital Delivery and Integration


  • Lead the implementation and management of the project's Common Data Environment (CDE).
  • Oversee data management, digital workflows, information exchange processes and automated reporting platforms.
  • Drive integration between engineering, design, construction, commissioning, asset and operational information systems

Innovation and Technology


  • Champion the adoption of digital engineering tools, automation, analytics and AI-enabled solutions.
  • Evaluate emerging technologies and identify opportunities to improve delivery efficiency, quality and project outcomes.
  • Promote innovative approaches that enhance collaboration, risk management and operational readiness.

Stakeholder and Team Leadership


  • Lead multidisciplinary digital delivery teams and provide direction to consultants, contractors and delivery partners.
  • Collaborate closely with PUB, programme leadership, engineering teams and operational stakeholders.
  • Build strong relationships across the programme to drive adoption of digital processes and ways of working.
  • Mentor and develop digital delivery capability across the broader organisation.

Operational and Asset Lifecycle Outcomes


  • Ensure digital solutions support long-term asset management, operational resilience and lifecycle performance requirements.
  • Facilitate the transition of digital information and systems from delivery into operations.
  • Establish scalable processes and frameworks that create lasting value beyond project completion

Here's what you'll need

To be a successful candidate, you shall posses

  • Degree qualification in Engineering, Digital Engineering, Information Management, Construction Management, Computer Science or a related discipline
  • Minimum 10 years of relevant experience. Experience with PUB projects would be an added advantage.
  • Demonstrated experience of at least 5 years in a leadership role managing digital delivery for major infrastructure, water, transportation, energy or industrial programmes.
  • Proven capability in developing and implementing digital delivery strategies across complex multidisciplinary projects.
  • Strong knowledge of information management, Common Data Environments, BIM, digital engineering and data governance principles.
  • Experience leading diverse teams and managing multiple stakeholders in large programme environments.
  • Excellent communication, leadership and influencing skills.
