Key responsibilities include:
Lead and manage the design development and coordination for site-wide utilities infrastructure, including water supply, sewerage, drainage, electrical power, telecommunications, district cooling, gas, and other utility services.
Coordinate with consultants, specialist designers, and subcontractors to ensure all utility designs are properly integrated with the overall project design and construction programme.
Interface with relevant authorities and agencies to ensure compliance with statutory requirements and approval processes.
Review design submissions, drawings, technical specifications, and method statements to ensure compliance with project requirements and industry standards.
Manage design interfaces between multiple packages and disciplines to minimise conflicts and ensure constructability.
Work closely with the construction team to resolve design issues, manage design changes, and provide technical guidance during construction.
Ensure design deliverables are produced in accordance with project schedules and quality standards.
Facilitate technical meetings, design workshops, and coordination reviews with stakeholders, consultants, and contractors.
Provide technical leadership in resolving complex engineering issues related to utilities integration and infrastructure systems.
Ensure proper documentation, tracking, and closure of design comments and approvals.
Degree in Engineering recognised by the Professional Engineers Board (PEB) or qualification in a relevant engineering discipline acceptable to the Superintending Officer (S.O.).
Preferably minimum 15 years of construction industry experience, with strong involvement in large-scale infrastructure or building projects.
At least 10 years of experience in design management, particularly in major airport developments or complex building and infrastructure projects.
Demonstrated experience in managing multi-disciplinary design coordination, including civil, structural, architectural, and MEP systems.
Strong knowledge of site-wide utilities infrastructure systems and their integration within large developments.
Familiarity with Singapore regulatory processes and authority submission procedures.
Experience in managing design interfaces across multiple contractors, consultants, and stakeholders.
Strong leadership, communication, and coordination skills.
Ability to manage complex technical issues and ensure timely resolution during both design and construction phases.
Experience in BIM coordination and digital design management will be an advantage.
