Overall Job Purpose
Coastal protection planning and project management.
Key Responsibilities
- Develop project briefs, requirements, technical specifications for the procurement of consultancy, data collection and construction contracts for projects related to coastal protection and/or building and infrastructure works.
- Plan, execute and manage the entire cycle of developing project brief, tendering, proposal evaluation processes, project award and initiation processes.
- Understand and identify the conditions and constraints in Sentosa environment and propose feasible engineering solutions.
- Performing quantitative and qualitative analysis to determine implications and costs of the proposed strategies.
- Manage, review and provide constructive engineering inputs to consultants and/or contractors. This includes review of both proposed permanent structure as well as temporary works and ensure compliance with all applicable codes, regulations, and ordinances.
- Project management of external consultants to carry out coastal protection, drainage and infrastructure related studies, planning and designs and including all works assigned by the supervisor.
- Where required, will conduct inspections with respective Technical professional to ensure that all works are carried out in accordance to approved drawings & specifications and complies with quality, standard requirements and contract specifications. This will include ensuring safety precautions and requirements are enforced on site.
- Develop, review and enhance long term coastal protection planning strategies for SDC, which include:
- Identifying and assessing the risks from sea-level rise and climate change; and opportunities (eg integration of coastal protection measures with long-term land use plans);
- Identifying and assessing overseas best practices, emerging risks, as well as other policies that may impact the proposed strategies;
- Performing quantitative and qualitative analysis to determine implications and costs of the proposed strategies;
- Formulating data management plan with Data Manager (GIS); and
- Assisting operation team to plan for operational readiness on flood response.
- Plan and develop stakeholder engagement plans, to educate, increase awareness and get buy-in for SDC and Government's initiatives and programmes from our stakeholders.
- Liaising with and providing the necessary inter-agency support to PUB, the national Coastal Protection Agency and other agencies.
Job Requirements
- Degree in Engineering (preference in Civil and Environmental Engineering) and/or Master's Degree in Coastal Engineering, Hydro-informatics or a closely related discipline.
- Minimum 5 years of relevant experience in coastal engineering.
- Someone who enjoys working in a dynamic environment to develop technical details and working with multiple stakeholders. The officer should also be passionate about playing a part in building Sentosa's long-term capacity to address climate change.
- Knowledge of various coastal & drainage modelling and GIS software, spatial and temporal data processing and analysis.
- Design and/or Design Management experience in multi-disciplinary engineering projects or infrastructure projects would be an advantage.
- Possess strong written and communication skill in English and able to engage stakeholders from diverse background.
This is a 4-year contract with the possibility of renewal.
