We are seeking a highly effective Deputy Director to join our Digital Transformation Team in our department dedicated to employment and employability!
In this role, you will support NTUC's sub-department. You will lead enterprise-wide transformation, automation and innovation initiatives to enhance business performance, operational efficiency and service delivery. You will lead a team to build and sustain strong partnerships with business users to understand requirements, identify improvement opportunities and design viable processes and technology solutions that align with organisational needs and strategic objectives.
You will guide the Transformation team to manage the implementation of process changes and technology projects in the organisation throughout the entire project lifecycle with vendors to ensure smooth development, delivery and operational handover.
Job Responsibilities
- Provide leadership in the application of best practices across project management, change management, implementation methodologies, and Security-by-Design.
- Oversee end-to-end IT project management, including business requirements gathering, feasibility assessments, solution design, scalability planning, implementation, and post-deployment activities, using recognised frameworks such as PMP, PRINCE2, or equivalent.
- Manage vendors and service providers to ensure contractual obligations, service levels, and delivery milestones are met.
- Ensure all project, technical, and governance documentation is accurate, complete, and kept up to date.
- Drive effective stakeholder communication to manage expectations, resolve issues, and maintain strong working partnerships.
- Lead procurement activities including Requests for Proposal (RFP), Requests for Quotation (RFQ), or Call for Tender exercises, covering specification development, evaluation, approval processes, and contract finalisation.
- Provide advisory and consultative support to business teams to promote continuous improvement in processes and solution design.
- Lead the identification, design, and implementation of risk mitigation strategies across projects and transformation initiatives.
- Prepare and present management reports on project progress, risks, outcomes, and key performance indicators.
Job Requirements
- Degree holder in Business/Information Technology/Computer Science or equivalent, with a minimum of 13-15 years of relevant working experience.
- Relevant experience in a leadership or supervisory role is preferred.
- Experience in end-to-end project management which includes but is not limited to process design, solution design, documentation, procurement etc.
- Experience in data warehousing and data cleansing, with application design or implementation is preferred.
- Experience in the co-creation, management and implementations of end-to-end value creation.
- Holistic thinking capability with big-picture thinking, and meticulous attention to detail.
- Strong interpersonal, analytical and comprehension skills.
- Good written and verbal communication skills.
- Customer-facing and conflict resolution skills.
- Self-motivated and innovative.
- Able to multi-task, and work in a fast-paced environment.
- Ability to work well under tight deadlines and in high-stress situations.
Working Location: Jurong East, Devan Nair Institute
