The Role
Deputy Director (CTC Scaling & Innovation), IT&T
Role Purpose
The Deputy Director provides strategic and operational leadership for a portfolio of industry clusters, leading a team of Industry Training Officers (ITOs) to drive industry and workforce transformation.
The role works closely with unions, companies and industry partners to identify business and workforce needs, strengthen Company Training Committee (CTC) engagements, and translate transformation opportunities into meaningful outcomes for companies and workers.
Key Responsibilities
1. Cluster & Transformation Leadership
- Lead assigned industry clusters and translate organisational priorities into clear strategies, workplans and outcomes.
- Develop strong understanding of industry trends, business transformation needs and emerging workforce and skills requirements.
- Drive quality CTC engagements and workforce transformation initiatives, including job redesign, capability development, productivity improvement and technology adoption.
- Identify opportunities to scale successful approaches across companies, unions and sectors.
2. ITO Leadership & Resource Management
- Lead, coach and develop a team of ITOs, setting clear expectations for engagement, delivery and outcomes.
- Deploy ITO resources effectively based on strategic priorities, workload, opportunities and operational requirements.
- Monitor capacity, workload, utilisation and delivery risks, reprioritising resources where required.
- Strengthen ITO capabilities in industry engagement, consulting, transformation, project management and stakeholder engagement.
3. Stakeholder & Partnership Management
- Build trusted relationships with union leaders, companies, industry stakeholders and strategic partners.
- Engage senior stakeholders to understand business and workforce priorities and identify opportunities where NTUC can add value.
- Navigate complex stakeholder issues and facilitate alignment across unions, companies and internal stakeholders.
- Represent IT&T in relevant industry engagements, partnerships and working groups.
4. Performance, Governance & Innovation
- Oversee cluster performance, project pipelines and workforce transformation outcomes, ensuring strong implementation and follow-through.
- Use data and management insights to identify risks, prioritise resources and support decision-making.
- Collaborate across clusters to share resources, capabilities and successful practices.
- Champion practical and responsible use of technology, data and AI to strengthen productivity, analysis and workforce transformation.
What we are looking for
- Proven leadership experience in industry development, workforce/business transformation, consulting, organisational development, human capital, operations or related fields.
- Strong track record of leading teams and delivering outcomes across multiple priorities.
- Ability to engage and influence senior stakeholders and build effective partnerships.
- Strong strategic thinking with the ability to translate strategy into practical execution.
- Good business and industry acumen, with an understanding of the relationship between business transformation, jobs and skills.
- Strong analytical, problem-solving and project/portfolio management capabilities.
- Collaborative, adaptable and outcome-oriented leadership style.
- Comfortable leveraging technology, data and AI to improve productivity and decision-making.

We are looking for a leader who can operate effectively at both strategic and execution levels, lead and develop people, navigate diverse stakeholder interests, and take ownership of the performance and development of assigned clusters.
The successful candidate will play a key role in translating industry and company transformation opportunities into tangible workforce outcomes while strengthening NTUC's value proposition to unions, companies and workers.
