Deputy Director, Investigations

The Deputy Director, Investigations will lead the University's newly established Specialist Investigations Unit, responsible for managing university-wide investigations into alleged staff and student misconduct. Operating with functional independence to ensure objectivity, the successful candidate will safeguard compliance, uphold procedural fairness, and deliver timely resolution of sensitive matters. This role is critical in protecting the integrity and reputation of the University, while mitigating risks related to financial crime (e.g., fraud), regulatory compliance, and reputational exposure.

The position requires deep expertise in governance frameworks, applicable laws, and the University's statutes and policies.

Key Responsibilities

Strategic Leadership

• Oversee formal investigative processes for staff and student misconduct, ensuring adherence to best practices and University frameworks.
• Act as subject matter expert for senior management, advising on employee relations risks, legislative changes, and reputation management.
• Mentor, train, and manage Investigation Officers, developing specialized skills in planning, evidence gathering, and interviewing.
• Review and recommend updates to policies and procedures related to misconduct and disciplinary frameworks.
• Manage the Unit's budget, resources, and adoption of investigative technologies

Investigations Management

• Direct and, where necessary, personally lead complex and sensitive investigations into allegations against faculty, researchers, staff, and students.
• Plan and scope investigations, oversee evidence collection and interviews, and ensure compliance with timelines.
• Review and finalize comprehensive investigation reports, ensuring evidentiary standards are met for disciplinary panels.
• Advise University leadership on governance, policy implications, and risks arising from investigations.
• Serve as an expert resource for disciplinary committees.
• Stakeholder & External Relations
• Act as an independent advisor to internal stakeholders, balancing legal compliance with organizational empathy.
• Build and maintain relationships with external agencies such as the Singapore Police Force (SPF), Ministry of Manpower (MOM), Ministry of Education, and other regulatory bodies.
• Coordinate University responses to official requests and investigations.

Training & Development

• Develop standardized curricula for investigation-related training programs.
• Provide training and guidance to investigative units and the wider University community on ethical conduct, reporting obligations, and investigative processes.

Requirements

• Degree in Law or related field Master's degree or professional certification preferred.
• Extensive investigative background (ideally 15-20 years) with a proven track record in leading complex investigations within law enforcement or regulatory environments. Candidates with senior leadership experience in roles involving investigation work are strongly encouraged to apply, with at least 10 years in supervisory or command roles overseeing investigative teams.
• Strong interviewing and analytical skills to assess credibility and make objective findings.
• Demonstrated expertise in forensic analysis, digital evidence review, and advanced interviewing techniques.
• Demonstratedability to remain composed and provide clear-headed leadership during organizational crises or high-pressure legalchallenges.
• Excellent written and verbal communication skills for clear, defensible reports.
• Proven ability to act with independence, ethical judgment, and strict confidentiality
