Job Description

A PURPOSE

The Deputy Director will head the Digital & Technology Department and is responsible for defining, governing, and executing the Group's overall digital and technology strategy across UIC Technologies and UIC Asian Computer Services. This role provides enterprise-wide leadership over digital platforms, systems architecture, engineering capability, cybersecurity posture, and technology transformation initiatives.

The position acts as the custodian of technology direction and standards, ensuring scalability, security, operational efficiency, and commercial alignment as the Group transitions towards managed services, digital platforms, and IP-led offerings. The role works closely with business units, Digital Services & Innovation (DSI), Finance, and Sales to ensure technology investments deliver measurable business outcomes.

B KEY RESPONSIBILITIES

1. Digital & Technology Strategy Leadership

. Define and execute the Group's digital and technology roadmap in alignment with corporate strategy and transformation objectives.

. Establish enterprise technology standards, reference architectures, and governance frameworks.

. Drive adoption of cloud-first, automation-led, and data-driven operating models across the Group.

. Translate business strategy into scalable technology capabilities and platforms.

2. Platform, Architecture & Engineering Oversight

. Own the Group's core digital platforms, including enterprise applications, cloud infrastructure, data platforms, automation frameworks, and AI-enabled systems.

. Provide architectural oversight for internally developed IP platforms and third-party systems.

. Ensure system reliability, performance, security, and lifecycle management across all environments.

. Partner closely with DSI to align central engineering capabilities with business delivery needs.

3. Technology Delivery & Transformation

. Oversee major digital transformation programmes, including ERP, cloud migration, automation, and AI initiatives.

. Ensure disciplined project delivery, change management, and benefits realisation.

. Enable reuse of common platforms, services, and components to reduce cost and complexity.

. Support continuous improvement of service delivery and operational efficiency.

4. Cybersecurity, Risk & Compliance

. Establish and maintain the Group's cybersecurity posture, policies, and controls.

. Ensure compliance with regulatory, contractual, and industry standards (e.g. PDPA, ISO, GovTech requirements where applicable).

. Oversee technology risk management, resilience planning, and incident response readiness.

. Work with internal and external stakeholders to address audits, assessments, and assurance requirements.

5. Financial & Commercial Governance

. Provide technology cost governance, investment prioritisation, and ROI accountability.

. Work with Finance to support budgeting, chargeback models, and cost optimisation initiatives.

. Ensure technology investments support revenue growth, margin improvement, and scalability.

. Support commercial solutioning and pricing assumptions for technology-enabled services.

6. Stakeholder & Business Partnership

. Act as a trusted technology advisor to the Managing Director and senior leadership team.

. Partner with Business Unit heads to align technology enablement with operational and revenue goals.

. Support Sales and Pre-Sales teams on complex solutioning, tenders, and strategic customer engagements where required.

. Ensure effective vendor, partner, and ecosystem management.

7. People, Capability & Culture

. Lead, mentor, and develop technology leaders and teams across the Group.

. Build a strong engineering, architecture, and digital talent pipeline.

. Foster a culture of accountability, innovation, security awareness, and continuous learning.

. Drive succession planning and capability development for long-term sustainability.

C REQUIREMENTS

Qualifications

. Bachelor's or Master's degree in Computer Science, Information Systems, Engineering, or a related discipline.

Experience

. 12+ years of progressive experience in IT, digital transformation, system integration, or managed services environments.

. Proven leadership in enterprise-scale technology strategy, architecture, and delivery.

. Strong exposure to cloud platforms, enterprise applications, cybersecurity, and automation.

. Experience operating in multi-business-unit or group environments preferred.

. Familiarity with regulated or government-linked environments is an advantage.

This role positions the Head of Digital & Technology as a core member of the Group leadership team, with potential progression to Chief Technology Officer (CTO) or Chief Digital Officer (CDO) as the organization scales its digital platforms, managed services, and regional presence.
