[What the role is]
The Integrated Waste Management Facility (IWMF) is a large-scale waste management infrastructural project and an integral part of NEA's long-term plan to meet Singapore's future solid waste management needs.
We are looking for a strategic leader who will be responsible for defining, reviewing, implementing, and overseeing the following:
- IWMF-wide Workplace, Health and Safety (WSH) strategy and plans with the aim towards zero-accidents, and
- Operational Excellence (OE) to enhance safe operations, build strong safety culture and mindset by fostering Safety First and initiate continuous improvement projects.
[What you will be working on]
Reporting directly to the Senior Director (IWMF), your main responsibilities are as follows:
- Plan, develop and execute a comprehensive WSH roadmap and governance framework aligned with NEA Corporate directions and objectives on WSH agenda.
- Ensure full adherence to the Workplace Safety and Health Act, and relevant environmental and fire safety laws.
- Review Safe Work Procedures, Permit-to-Work system, and other WSH related documents to ensure full compliance, and recommend enhancements and oversee improvement projects.
- Lead regular site inspections and risk assessments to identify, evaluate, and mitigate potential workplace hazards and organise WSH meetings chaired by the Senior Director.
- Oversee the investigation of all incidents and near-misses, conduct root-cause analysis (RCA), and implement corrective and preventive actions (CAPA). Put up incident reports within the specified time as per NEA incident reporting framework.
- Design and manage fire safety protocols, emergency evacuation plans, and crisis management matters.
- Drive employee engagement programmes and specialised WSH training sessions to elevate safety awareness and competency.
- Ensure sufficient and appropriate supply of Personal Protective Equipment of IWMF officers.
- Maintain a registry of certified safety equipment which include but not limited to pressure vessels, lifting equipment and fire extinguishers.
- Oversee the calling of tenders on safety related services and supplies, and contracts administration.
- Support the Senior Director as a Risk Champion coordinating and assessing operational risks and the associated risks mitigation measures for IWMF.
[What we are looking for]
- Bachelor's degree in Workplace Safety and Health, Occupational Safety, Engineering, or related field. Candidates with degrees in other disciplines must possess relevant WSH certifications or demonstrated experience in workplace safety.
- At least 10-12 years of professional experience in the WSH field, with minimally 3 years in a leadership or managerial role.
- Strong incident investigation, audit, and liaison skills.
- Ability to prepare management report, Key Performance Indicator (KPI), and presentations to senior leadership and management.
- Strong leadership, stakeholder management, writing, analytical and communication skills.
- Valid licence as a registered WSH Safety Officer with MOM (preferably).
- Outgoing and pleasant personality; mature, independent, and resourceful; highly self-motivated; adaptable to diverse work scopes.
