Job Description

A.STAR ITSS (IT Shared Services) Division is seeking an experienced and forward-looking leader to helm enterprise-wide data governance and management. This role leads a dedicated team within the ITSS CIO Office to shape A.STAR's data strategy, strengthen data governance across corporate and research domains, and drive the adoption of AI-enabled and automated approaches specifically to enhance and streamline data management processes.

KEY RESPONSIBILITIES

    • Lead the formulation, implementation and continual refinement of A.STAR's enterprise data strategies, policies, standards and procedures, ensuring alignment with regulatory, legal and ethical requirements in data usage, privacy and security.
    • Establish clear data ownership, stewardship, retention and accountability frameworks to strengthen enterprise trust and consistency in managing data assets.
    • Engage and collaborate with key stakeholders across corporate groups and research entities to understand needs, gather feedback, and embed robust data governance practices into day-to-day operations.
    • Provide expert guidance to divisions on data-related matters, promoting responsible data use and supporting compliance with IM8 and A.STARs data management framework.
    • Oversee the investigation, resolution and reporting of data-related incidents, ensuring timely remediation and continuous improvement of controls.
  • Data Management Technologies
    • Lead the evaluation, implementation and enterprise adoption of advanced data management technologies to safeguard and optimise A.STAR's data ecosystem.
    • Drive initiatives that incorporate AI, analytics and automation specifically for data management, including data discovery, classification, quality assurance, lifecycle management, and metadata management.
    • Enhance IT planning, governance and operational decision-making through improved data visibility, standardisation and trusted information flows.
    • Stay ahead of emerging technologies, trends and best practices to identify opportunities for future-proofing A.STAR's data governance and data management capabilities.

  • Leadership and Organizational Enablement
    • Contribute to ITSS leadership through strategic planning, organizational development and capability uplift aligning with A.STAR's priorities and strategies.
    • Build, mentor and empower a high-performing data management team with strong domain expertise and collaborative working culture.
    • Shape digital strategies and enable enterprise-wide automation initiatives that strengthen planning, governance, process excellence and service delivery.

Key Competencies requirements

  • At least 10 years of experience in data management, including data governance and data management technologies, with the last 5 years in a managerial or leadership role.
  • Strong stakeholder management capabilities, with proven experience in gathering and translating business requirements into actionable strategies or solutions.
  • Experience in developing and operationalising enterprise-level data management and governance frameworks in a large organization, preferably with a good understanding of the Government Instruction Manual (IM).
  • Demonstrated leadership, strategic thinking and effective people-management skills, with a track record of driving performance and achieving results.
  • Experience in organizational transformation and change management, particularly in enterprise-level or strategic transformation initiatives.
  • Strong analytical skills, attention to detail and a commitment to high standards of data integrity and governance.
