Job Description


The Biomedical Sciences Industry Partnership Office (BMSIPO) serves as the national office dedicated to drive public-private R&D and clinical partnerships with strategic biomedical sciences and healthcare companies., covering multinational pharmaceutical, biotech, medtech, diagnostics, digital health companies, as well as innovative local enterprises.

BMSIPO engages and account manages companies that are strategic to Singapore and architects R&D partnerships from early discovery and pre-clinical development, translational clinical research and clinical trials, to manufacturing R&D bringing together capabilities from across the diverse public sector research and clinical institutions in Singapore.

BMSIPO leads and supports key publicly-funded health and biomedical research and development, and clinical research programmes, develop and execute their industry development strategies.

In addition, BMSIPO drives and supports several national level initiatives in the Health & Human Potential Research, Innovation and Enterprise domain.

This opening is for a role as 2nd in Command and to oversee two or more of BMSIPO's Teams, such as the BioPharma & Foreign Biotech Team, Local Biotech Team, Medtech Team and the Ecosystem Development & Planning Team.

Responsibilities:

  • Lead Teams on Sectoral Industry Development Strategies and Key Company Account Management - Lead teams and personally build trusted relationships with management and R&D executives across key biopharma/local biotech/medtech companies to gain a deep understanding of their R&D and commercialisation strategies. Develop productive collaborations between multi-institutional R&D projects and programmes with industry partners, with a focus on translation of research innovations and economic value capture for Singapore.
  • Lead Industry Development for National Platforms and Multi-institutional R&D Programmes - Build, lead and/or develop industry development teams for National Platforms and key multi-institutional R&D programmes. Ability to serve on the executive committees - leveraging technology-business know-how, knowledge of industry trends and strategy, and networks (ecosystem and industry) - to guide strategic directions and drive execution.
  • Lead Teams to Shape R&D & Clinical Research Project Proposals - Lead teams to help research and clinical project teams to formulate project proposals seeking competitive grant funding, focused on assessing scientific and technology analysis viz the international competitive landscape, industry relevance and alignment, potential economic outcomes, and programme governance perspectives.
  • Build Networks and Relationships with Public Sector Agencies, R&D and Clinical Institutions and Company Partners - Build relationships, networks and engage with senior executives, leading scientists and clinicians from public sector agencies, universities, research institutes, and clinical institutions. Develop relationships with and engage senior executives of company partners such as their heads of research and clinical development, as well as their business development, open innovation and therapeutic area leads.
  • Develop and Lead National-level Initiatives for the Human Health and Potential (HHP) Research, Innovation and Enterprise (RIE) Domain - Drive initiatives, ranging from boosting our biotech and medtech innovation ecosystem, harnessing healthcare and research data to advance therapeutics & diagnostics development and healthcare implementation, to enabling multi-institutional research and clinical programmes to structure complex relationships in an efficient and robust manner. Identify ecosystem green field areas and bottlenecks formulate, propose and secure ecosystem buy-in for novel strategies and initiatives lead, support and build teams to propose, develop and execute such initiatives.
  • Lead, Mentor and Develop High Performance Teams - Develop driven, high performance, high integrity, cohesive, purpose-driven and networked teams, including National Platform and Multi-Institutional Industry Development Teams.Instil a culture of achieving T-shaped domain knowledge of biomedical scientific and technology trends and areas, strong business development, engagement and communication skills, analysis of industry and market trends including formulating technology-business-commercialization strategies. Adept in stakeholder management and driving multi-party projects and initiatives.
  • Serve as 2nd in Command for BMSIPO - Deputise for Director BMSIPO to represent BMSIPO where necessary at external forums as well as on matters such as governance, strategic planning, budgeting and finance, reporting, and people matters.

Requirements:

  • Minimum 10 years of working experience in healthcare and biomedical sciences or related fields, with a background in research, clinical trials, product development, technology commercialization, strategy and/or business development.
  • Prior experience working in a multi-national or Singapore pharmaceutical, medtech, diagnostics or biotech company
  • A passion and curiosity of science and technology, able to handle diverse technical topics beyond one's direct field of education and experience, and awareness of emerging fields.
  • Able to quickly understand, develop a point of view and architect new/emerging scientific and technology areas, intellectual property positions, translation and commercialisation strategies
  • Passion and experience in business development, structuring R&D and clinical collaboration projects and negotiation
  • Excellent communication (written and oral) and interpersonal skills. Ability to engage stakeholders at the top executive level
  • Strong in leadership, team and people development. Ability to build high performance teams
  • Experience in strategy development and strong in execution
  • High in integrity and analytical ability. Strength in making judgements and decisions in the face of complexity
  • Experience in multi-party and multi-stakeholder engagement and management
