Job Description

Stellar Link Partners is a Singapore-based executive search and talent advisory firm specializing in leadership and technology appointments across the private sector, public sector, education, and digital transformation domains.

We are partnering with a prestigious, large-scale institution to identify an experienced Deputy Chief Information Officer (Deputy CIO) / Senior IT Director to join its executive technology leadership team. This is a rare opportunity to play a pivotal role in shaping enterprise-wide digital strategy, technology transformation, AI adoption, and operational excellence within a highly complex and mission-critical environment.

The Opportunity

Reporting to the Chief Information Officer, you will serve as a strategic technology leader responsible for driving enterprise IT operations, digital transformation initiatives, governance frameworks, and technology innovation across the organization.

You will oversee multidisciplinary technology teams, manage significant technology investments, and work closely with senior stakeholders to ensure technology capabilities effectively support organizational objectives and future growth.

Key Responsibilities

Strategic Technology Leadership

  • Partner with the CIO and senior leadership team to define and execute long-term digital, data, and AI strategies.
  • Provide thought leadership on emerging technologies, enterprise architecture, cybersecurity, and innovation initiatives.
  • Drive technology roadmaps that align with business priorities and organizational transformation goals.

Enterprise IT Operations

  • Lead enterprise-wide technology operations, including infrastructure, cloud services, enterprise applications, cybersecurity, workplace technologies, and support services.
  • Ensure the delivery of secure, reliable, and high-performing technology services through effective governance and operational management.
  • Implement AI-driven operational improvements to enhance efficiency, resilience, and user experience.

Digital Transformation & Enterprise Architecture

  • Lead complex transformation programmes involving cloud migration, application modernization, business process improvement, and technology platform renewal.
  • Champion modern software delivery practices, automation, DevOps, agile methodologies, and continuous improvement initiatives.
  • Guide enterprise architecture decisions to improve scalability, interoperability, and business agility.

Data, Analytics & AI Enablement

  • Drive the adoption of enterprise data platforms, analytics capabilities, and AI-powered solutions.
  • Promote effective data governance and responsible AI practices across the organization.
  • Partner business leaders to identify opportunities for innovation through data and technology.

Governance, Risk & Cybersecurity

  • Establish and maintain strong governance frameworks encompassing cybersecurity, technology risk, privacy, compliance, and business continuity.
  • Ensure technology policies, standards, and controls remain aligned with industry best practices and regulatory requirements.
  • Support executive decision-making relating to technology governance and risk management.

Budget & Resource Management

  • Oversee substantial operating and capital technology budgets.
  • Manage technology investment portfolios, procurement governance, financial planning, and value realization initiatives.
  • Ensure effective allocation of resources while balancing operational needs and transformation objectives.

Leadership & Talent Development

  • Lead, mentor, and develop a high-performing team of IT leaders and technical professionals.
  • Foster a culture of innovation, collaboration, service excellence, and continuous learning.
  • Build organizational technology capabilities and succession pipelines.

Stakeholder & Vendor Management

  • Establish strong partnerships with executive stakeholders, business leaders, and external vendors.
  • Evaluate strategic technology partnerships and major technology investments.
  • Communicate technology strategy, risks, and programme outcomes effectively to senior management and governance bodies.

Requirements

Education

  • Bachelor's or Master's degree in Computer Science, Information Technology, Information Systems, Engineering, or a related discipline.

Experience

  • Extensive experience leading technology functions within large and complex organizations.
  • Demonstrated success managing sizeable enterprise IT teams, technology portfolios, and budgets.
  • Proven track record delivering enterprise-scale digital transformation, cloud migration, and modernization initiatives.
  • Strong experience overseeing end-to-end technology operations covering infrastructure, applications, cybersecurity, cloud services, and support functions.
  • Experience operating within large matrixed environments involving multiple stakeholder groups.

Technical & Leadership Competencies

  • Strong understanding of enterprise architecture, cloud technologies, cybersecurity, IT governance, data management, and service management practices.
  • Experience driving AI, automation, analytics, or digital innovation programmes.
  • Excellent communication, stakeholder engagement, influencing, and executive presentation skills.
  • Ability to translate technology strategy into measurable business outcomes.

Preferred Qualifications

  • Professional certifications such as ITIL, PMP, TOGAF, CISSP, CISM, cloud architecture certifications, or equivalent.
  • Experience within highly regulated, large-scale, research-intensive, public sector, education, healthcare, or similarly complex environments will be advantageous.
  • Familiarity with enterprise AI platforms, advanced analytics ecosystems, and data governance initiatives.
